Job Summary: The VOICE Project Manager will be
responsible for the strategic development and management of the Voice
programme.  He/she will be accountable
for implementation of the Voice Programme in relations to budget management,
programme quality and coherence as well as 
resource allocation (and potentially) mobilisation.  The postholder will support Oxfam’s impact
locally, regionally, continentally and globally through ensuring programme
alignment to the key strategic objectives and programme standards.

Key Duties and Responsibilities:

Technical

·       
Process, monitor and analyse information on
grant allocation in the administrative system

·       
Responsible for country level reporting on the
Voice programme (grant portfolio reporting, data collection and learning, time
writing)

·       
Develop and prepare operational reports for
grant management at national and global level

·       
Administer Voice policies and procedures in
accordance with country and organisational guidelines

·       
Track Voice grant compliance and bring instances
of non-compliance to the attention of the Governance and Accountability Manager
and Voice Coordination Team

·       
Support grants and financial data reconciliation
and preparation for reports, audits and other Voice reporting as needed

·       
Monitor regulations and their effect on grant
making

Leadership

·       
In line with the Oxfam country strategy, provide
strategic and technical leadership in the design, development, planning,
budgeting, and implementation of Voice programme.

·       
Provide leadership in assigned programme areas,
staying up to date with the latest thinking, steering the programme to keep
pace with changes in the operating environment, ensuring that the programme is
relevant and contextual.

·       
The work that will be undertaken will involve
coordinating technical assessment, planning and implementation of project
interventions in close collaboration with partners in line with Oxfam’s regional
and global strategies.

·       
Regularly oversee context analysie relevant to
the Voice programme and make recommendations to country team and partners on
the trends and opportunities. You will be expected to keep abreast with latest
developments in the focus areas of Voice or how those developments impacts on
them.

·       
Based on context analysis launch and assess
country Calls for Proposal  and assess
proposals with support from Voice global coordination team and others,
guaranteeing application of Voice grant making criteria, principles and
processes

·       
Lead in monitoring, reporting and learning
initiatives including research generation and collection of data in close
partnership with the consortium partners.

Management

·       
Provide technical support as needed to potential
grantees in the formulation of grant applications

·       
Mentor and provide technical assistance to
grantees in the implementation of projects on an as needed basis

·       
Support capacity assessment, development and
empowerment approaches to ensure partners and stakeholders can adapt to fast
changing context.

·       
Coordinate and support in-country grants team in
carrying out programme and accountability assessments

·       
Ensure effective post contract grant management
including collection and assessment of reports, follow up,  communication with and monitoring grantees in
their implementation sites; ensure scheduled payments to grantees, and liaise
with Voice Senior Finance Officer to ensure seamless grantee management and
communication

·       
Manage, review and make recommendations to
change as needed to ensure that grant processes are in line with Voice needs
and promote effective grant making

·       
Manage and support teams to deliver on the
programme plans, providing leadership, inspiration and guidance.

·       
Ensure that the management of the programme
teams is in line with Oxfam’s HR policies and procedures.

Other

·       
Eager and required to adhere to Oxfam’s

and women’s rights (click here). Equally be a leader on Voice’s principles of
diversity and inclusion of ALL rightsholder groups.

Understanding of and commitment to adhere to
equity, diversity, gender, child safety and staff health and well-being

Qualifications, Skills and Experience:

·       
The applicant must hold a Master’s Degree in
management field including Project management, Social Sciences, education,
public policy/administration, and related fields.

·       
Or, equivalent in work experience as per below.

·       
A minimum of eight years’ experience working
with partners on  large grant management

·       
Good knowledge and experience with donor funding
environment and Financial Management Skills with Experience of Project
Budgeting and controlling financial risks

·       
Knowledge of grant funding policies and
procedures and applicable country/ national regulations

·       
Strong programme management and quality
knowledge with ability to ensure consistent quality against standards and
implement effective monitoring and evaluation systems to assess and adjust
performance

·       
Commitment to and good knowledge of working with
networks, coalitions and a partnership approach across the spectrum of Oxfam’s
work including innovative approaches, communities of practice and capacity
strengthening.

·       
Knowledge and experience from effective
communication practice from a development/humanitarian project with skills to
facilitation of ongoing exchange of information, peer-learning and ensuring
coherence between activities and the messages of the project.

·       
Proven people and finance management experience
at a strategic level in a complex dispersed organisation with evidence of
leading, facilitating and integrating a specific area of expertise across a
wide network providing clarity and focus of vision and impact strategic
planning and decision making and the delivery of agreed results.

·       
Strong organisational and personal management
skills, with ability to prioritise work issues to meet deadlines with minimal
supervision and adjust to constantly changing situations while maintaining
focus on delivery and follow through

·       
Excellent personal communication skills, high
level of self-awareness initiative sound judgement personal energy and
flexibility

·       
Excellent inter personal communication skills,
in written and verbal English, with high impact influencing and persuasive
skills.

·       
Ability to cultivate knowledge – based relations
with different stakeholders going beyond grant based relations (strategic
partnerships)

·       
Strong analytical and conceptual thinking
skills; able to understand complex issues and translate them into simple, workable
actions and plans

·       
Knowledge of capacity building, learning and
development activities and how to create a learning and sharing environment
with a strong knowledge management basis

·       
Commitment to and knowledge of creating a
partner-led operational environment, with an ability to create an internal
Oxfam approach that is focussed on developing and supporting partner
organisations to achieve direct impact and results relating to Oxfam’s
objectives

·       
Knowledge of budgeting, and experience in
working with donors on multi country projects

·       
Project management of projects financed by the
Dutch Ministry of Foreign Affairs and/or European Union is an asset

·       
Proven track record on strong people management
skills

·       
Ability to engage, effectively coordinate with
and influence both governmental institutions, donors and a spectrum of
education actors (INGOs, UN agencies, local civil society) at different levels
direction to and following it as appropriation and ongoing

·       
Substantial, demonstrable experience of  development work preferably in the field of
diversity and inclusion.

·       
Willingness to be a part of and closely work
with a wider Oxfam team and to showcase the project in the wider Oxfam and/or
Hivos through suitable channels

·       
Strategic and people management skills supporting
mentoring the team in their professional and personal growth

·       
Ability to demonstrate sensitivity to cultural
differences and gender issues, as well as the commitment to equal
opportunities.

·       
Ability to demonstrate an openness and
willingness to learn about the application of gender/gender mainstreaming,
women’s rights, and diversity for all aspects of development work.

·       
Commitment to Oxfam’s safeguarding policies to
