About US Embassy:

The United States Embassy in Kampala, Uganda has enjoyed
diplomatic relations with Uganda for over 30 years.  Ambassador Deborah R.
Malac currently heads the U.S Mission to Uganda.  The Mission is composed
of several offices and organizations all working under the auspices of the
Embassy and at the direction of the Ambassador.

Among the offices operating under the U.S Mission to Uganda
are:

  • United States Agency for
    International Development (USAID)
  • Centers for Disease
    Control (CDC)
  • Peace Corps

Job Summary:  The
Maintenance Supervisor directs
and coordinates the Embassy’s maintenance support through a multi trade staff
together with regularly assigned contract personnel.  Develops routine and preventive maintenance
work schedules.  Initiates and manages
emergency work programs. Supervises and inspects work done by contractors reporting
on their progress and quality of work. 
Reviews work orders, sets priorities and co-ordinates separate trade
groups and contractors to maintain synergy in the flow and distribution of
works in the maintenance services department. Makes recommendations concerning
the annual maintenance budget.  Preserves
continuity and efficiency in the overall maintenance operations.

Key Duties and Responsibilities:

·       
Closely supervises renovations, maintenance and
general repair services rendered to all US Government leased residential
properties (STL). 

·       
Renovations and maintenance include; overhaul of
water and plumbing systems, installation of new or replacement of existing
electrical power distribution systems, installation of cabinets, tiles and
flooring, interior/exterior painting works, provision of emergency generator
power hook ups, security grills fabrications and installation and other works
as assigned.

·       
Oversees physical security, i.e. installation
and maintenance of security equipment such as drop bars, fire extinguishers,
smoke detectors, security and emergency lighting, safety signs, etc.  Liaise with local utility service providers
to resolve problems and maintain records for services and vendors.                                                                                                      

·       
The incumbent ensures that routine and schedule
preventive maintenance is carried out on US Government leased residential
properties.  This includes regular and
scheduled preventive maintenance of appliances, generators, stand-by fuel
storage tanks, ground water storage tanks, water pumps, roof water storage
tanks, smoke detectors, fire extinguishers, electrical systems, and other
equipment as assigned.  Approve routine
work requests and perform other services related to maintenance as may be directed
by the Facilities Maintenance Officer

Position is also responsible for the security
and maintenance of supplies and materials, tools and equipment provided by the
GSO warehouse or procured for the execution of duties by the staff in the
Maintenance Division.  Monitor the
performance of maintenance staff to ensure internal control standards of
ethical conduct in conformity to US Government employment requirements as
stated in the LES handbook.  Prepares
employee evaluations with advice and input from the Maintenance Foremen and
Maintenance COTR.

Prepares annual operating budget for GSO
Maintenance Division on purchases of major equipment, planned
construction/renovation projects.  Works
in conjunction with GSO property and procurement sections to certify on the
quality of completed jobs and verify specifications necessary for supplies and
equipment procurement and use.                                                                                                     

·       
The incumbent also does scope of works for
security upgrades, house renovations, and other US Government (LTL)
construction projects and prepares correspondences and reports on maintenance
matters i.e. proposal evaluation and certification, technical job review,
project costing and feasibility, etc.         

·       
The Maintenance Supervisor also has oversight of
the manpower skilled and unskilled labor force which ranges from 10 to 20 staff
each week depending on renovation, preventive maintenance and repair projects
workloads.  This workforce includes
gardeners, carpenters, plumbers, masons, helpers and painters. Must drive
Facility vehicle.

Qualifications, Skills and Experience:

Maintenance Supervisor job opportunity should hold a University degree in
civil, electrical, or mechanical engineering

·       
A minimum of three years of experience in
mechanical, electrical, or building systems maintenance and construction
fields, including at least one (1) year of supervisory experience

·       
Working general knowledge on buildings, electrical
and understand maintenance procedures and follow safety precautions.

·       
Knowledge on local building and construction
codes.

·       
Must drive facility van, truck, and different
GOV vehicle. Must have a valid driving license. Uses AutoCAD. Plan, implement and
accomplish building maintenance works. 

·       
To read and understand technical engineering
drillings. This may be tested.

·       
Language:  
English Level IV (good working knowledge)
Reading/writing/speaking is required. This may be tested.
