Job Summary: The Supply Chain Officer will be managing
and coordinating Supply chain processes for the mission according to Action
Against Hunger policies and procedures.

Key Duties and Responsibilities:

·       
Carry out procurement activities with respect to
Action Against Hunger procurement procedures, thresholds, standards and best
value for money using ACF supply chain software (LINK) and ensure quality/
faire prices/ correct Action Against Huger procedures are respected during
transactions.

·       
Update the catalogue (price list, supplier) on a
quarterly basis through regular reviews of quotations or call for interests
received.

·       
Collect orders from the capital and bases, and
update the Procurement follow-up (PFU) plan

·       
Follow the loading and delivery of Items in the
trucks and report any problems to the Supply chain Manager, supplier and share
information with the base logs, and ensure items loaded are secure and
protected.

Deliver copies of invoice, delivery notes,
technical doc if there, copy of ID card (if equipment delivered is part of
asset equipment list) to the bases for items needed at the base.

·       
Maintain the procurement files with all
documentation and reference numbers as required by Action Against Hunger
standards and donor files and update the Contract Follow Up database. (Supplier
Purchase orders, contracts, Regional /Headquarter Order, Price list and
catalogue)

·       
Participate in the update of monthly Supply plan
in conjunction with the programme teams and supply chain manager.

·       
In collaboration with Supply chain Manager ,
work on PPP and Supply plan during the proposal

·       
Perform other duties as required by the
supervisor and according to Action Against Hunger guidelines.

Fiscal Responsibility

·       
Keep records of completed payments (Procurements
for Capital office and bases) procurements submitted to finance and ensure
copies are archived on a daily basis.

·       
Follow up with suppliers and finance department
to ensure timely payment of suppliers on a weekly basis and provide a report to
Logistics department.

Qualifications, Skills and Experience:

·       
The applicant must hold a first degree in
Logistics and Supply Chain Management, Transport Management, Business
Administration or any other equivalent area from a recognized university or
institution.

·       
CIPS will be an added advantage.

·       
Three years of relevant experience from a
reputable NGO or institution, previous experience in humanitarian organization
will be an added advantage.

·       
Relevant Knowledge and good understanding of the
Link logistics software.

·       
Excellent knowledge on both software (word
processor, spreadsheet, Linux servers, Windows and hardware (network cards,
memory upgrades)

·       
Knowledge in programming and procurement skill

·       
Fluent English; Good understanding of the local
Language at the Capital office.

·       
Good management, communication, team spirit,
capacity building and report writing;

·       
Ability to work independently when necessary,
set realistic goals, and work within agreed timelines.

·       
Ability to communicate and perform within an
international and multicultural team.

·       
Strong interpersonal skills and the ability to
support, motivate, and train staff
