Job Summary: The
Project Officer for Ending Violence against Children in Schools will be
primarily responsible for planning, implementation, monitoring, evaluation,
partnership/networking, and capacity building of school and community-based
activities to end violence against children in schools for improved retention
for the EVACiS project. S/he will support safe school methodologies to prevent
and reduce VACiS including school-related gender-based violence to improve
retention. The individual will support the Program officer Ending Violence
Against Children in schools in collaborating with strategic partners on child
protection, including UNICEF and other relevant implementing partners in the
target districts. The Project Officer will be based in a project implementation
district and will report to the program officer both technically and on
day-to-day basis.

Key Duties and Responsibilities: 

Project planning and implementation

·       Plan and coordinate all sub county and district based
project activities in consultation with the Program officer, CCTs, CDOs,
probation officers and DEO

·       Plan and implement school based project activities.

·       Develop activity concepts in line with the detailed
annual implementation plan, the budget and project log frame

·       Track and manage activity budgets and ensure timely
and cost effective project implementation.

·       Support and participate in district education Advocacy
initiatives

·       Conduct and facilitate community awareness raising and
community mobilization

·       Ensure quality in the rollout of classroom management
practices that will create a safer learning environment and improve retention
in assigned districts of implementation.

·       Support implementation of innovative and culturally
appropriate approaches to equip students with skills to protect themselves from
abuse and violence.

·       Produce timely, accurate, compliant and quality
reports to the direct supervisor.

·       Responsible for project assets at local office level.

·       Technical support and training

·       Mobilization of and conducting trainings to build
capacities on supporting enrolment, retention and completion

·       Under the leadership of the program officer, mentors
and trains on School Management Committees, School Management Committee
Associations, teachers, parents, youth, other community members, and students
for the purpose of increasing retention, child protection against violence in
and around schools.

·       Work in close collaboration to build synergies with
Child Protection, Education, Health, Advocacy, Livelihoods, WASH and M&E
teams to ensure a holistic approach to programming to end violence against
children in schools

·       Delivers training to TOTs, support supervision, role
modeling, and mentoring to teachers and youth regarding retention, child
protection, and ending violence against children in schools.

·       Implement community based approaches in collaboration
with local authorities to promote accountability for student safety and to
improve retention.

·       Support capacity building of SMCs/PTAs to participate
in education district advocacy initiatives

Partnership and networking

·       Identify and build linkages, relations, collaborations
and networks with partners and other stakeholders in implementation of the
project activities at the Sub County and District level

·       Collaborate with Organizations and Existing structures
at the district, school and community levels to ensure cases of violence
against children are addressed to their logical conclusion.

·       Conduct advocacy campaigns on Ending Violence Against
Children in Schools on the various themes.

·       Identify and build strategic linkages, relations,
collaborations and networks with partners and other stakeholders in
implementation at the sub county and district levels.

·       Participate and represent WVU in partner engagements
and technical working forums at sub county and district levels

Documentation and Reporting

·       Maintain a data bank for schools under the project,
head teachers, enrolment, drop out, teachers and performance.

·       Responsible for capturing individual children
attendance, performance and behavior indicators related to drop out of children

·       Document good practices and project success stories
and share them with the Program Officer

·       Effectively report and document all information
related to project progress and disseminate through regular reporting.

Monitoring and Evaluation

·       Responsible for capturing project indicators related
to community engagement in ending violence against children in schools and
promoting whole school approaches to safe learning environment.

·       Facilitate formation of children network/peer support
groups and ensure their functionality in the target schools

·       Monitor the attendance, drop out and performance of
children in the target schools

·       Hold quarterly reflection meetings on Ending Violence
Against Children in schools at sub county and district levels

·       Responsible for capturing project indicators related
to community engagement on Ending violence against children in schools and
promoting whole school approaches to safe learning environment.

Qualifications, Skills and Experience:

·       The ideal candidate must be a holder of a degree in
education or any other degree but with a diploma in education Minimum of 2
years’ experience in education and or community work.

·       Relevant experience of at least 3 years in Primary
education programming with a reputable institution, national or international
NGO

·       Good understanding of education concepts and issues in
development contexts, especially Uganda

·       Demonstrated experience in the logical framework
approach to project design, monitoring and evaluation/ project cycle management

·       Demonstrated experience and skill in report writing

·       Strong facilitation and presentation skills with a
passion for sharing knowledge

·       Ability to work independently and as part of a diverse
team

·       Networking and influencing skills

·       Track record demonstrating high integrity, reliability
and dependable

·       A committed Christian, able to stand above
denominational diversities

·       Highly motivated to achieve quality results and
service

·       A good team player

·       Ability to work with communities

·       Knowledge of the local language of the area of
interest is desirable

·       Computer literate – command and knowledge of Ms Excel,
Word and PowerPoint and Lotus Notes is essential.
