strengthen health systems in Africa, with a strong emphasis on infectious
diseases through research and capacity development. IDI has six operational
areas through which it works to achieve its mission: Prevention, Care and
Treatment, Global Health Security, Training, Research, Laboratory services
(including the CAPcertified IDI Core Lab) and Outreach.

About USAID Project:

The Institute is partnering with Palladium in implementation
of the United States Agency for International Developments (USAID) 5-year
‘Uganda Health Systems Strengthening (UHSS)” project. The purpose of the
UHSS is to strengthen Uganda’s health system through improved leadership and
accountability for results in public and private health sectors. The Project
will be implemented in the four regions of Uganda; Eastern, Central, Western
and Northern.

Job Summary: 
The Database and Informatics Technical Advisor will oversee management
of the IHRIS database and preside over the setting up of automated attendance
analysis systems at MOH and support to districts growing. As a team lead on
customization and implementation of integrated Human Resource Information
System (IHRIS) including tor registration and licensure of health workers,
tracking and managing health workforce, in-service and pre-service management
on visualization dashboards, Provision of regular and adhoc reports from the
IHRIS and the biometric data systems as required by UHSS, MOH and USAID and
Proficient in Data use & analysis, M&E and Geo-information Science and
Technology experience

Key Duties and Responsibilities:

·       
Perform overall management of the IHIRS database
under the USAID UHSS activity

·       
Be responsible for overall data quality,
maintaining and querying IHRIS and related Automated Attendance Analysis
systems at MOH and supported districts

·       
Lead the process of setting up Automated
Attendance Analysis systems at MOH and ensuring that these are linked to
performance management interventions

·       
Lead the functionalizing the IHRIS dashboards at
MOH and district level

·       
Lead the design and implementation of processes
aimed at integration of IHRIS with DHIS 2 and provide regular updates to the
UHSS team

·       
Troubleshoot IHRIS and the Automated Attendance
Analysis systems recommend solutions and ensure these are regularly updated and
running smoothly

·       
Provide regular and adhoc reports from the lHRlS
and the biometric data systems as required by UHSS, MOH and USAID

·       
Develop training plans and lead training
interventions for end users of lHRlS and the AAA systems

·       
Be the focal point for religious medical
bureaus, health training institutions and professional bodies to ensure that
IHIRS is regularly updated and is linked to all the currently in use IHIRS
modules in the country

·       
Lead the data analysis plan and activities
during the development of the HRH annual audit reports for MOH

·       
Lead the customization and configurations of the
PEPFAR and lHRlS databases when required

·       
Attend management meetings and provide updates
on database management systems integration and operationalization

Qualifications, Skills and Experience:

·       
The applicant must hold a Masters‘ degree in
Statistics, Biostatistics, information Management, Demography or related field.
Further training in information systems or related fields will be an added
advantage

·       
At least 10-12 years of experience carrying out
information management tasks on large international development projects or
government institutions

·       
Technical expertise in information management
and database set up and management. Expertise in computer information systems
such as iHRIS Suite, Microsoft office, MATLAB, Microsoft Visual Studio, Virtual
machines, ArcGlS, Navision, Adobe suite, Borland, JCreator, SQL, WampServer,
WinRAR, Nero, Xilosoft, iTunes, image burn and related programs is highly
preferred,

·       
Programming expertise in any of the following;
PHP, Java, Visual basic, Perl, MATLAB, C, C#, Prolog Database: Apache, MySQL,
Access, Oracle.

·       
Experience working with databases such as DHISZ,
DATlM, HIBRlD, iHRlS, TraiNET. FTMS and PRS is highly desired

·       
Ability to lead a team of Health information
experts and consultants

·       
Experience as a team lead on customization and
implementation of integrated Human Resource Information System (iHRlS)
including for registration and licensure of health workers, tracking and
managing health W0fKf0l’C8, in-service and pre-service management on
visualization dashboards

·       
Proficient in Data use & analysis, M&E
and Geo-lnfomtation Science and Technology experience

·       
Proven proficiency in the design and
implementation of open source integrated Human Resource Information System
(iHRlS), HRH evaluation using WHO‘ Workload Indicators for Staffing Needs
(WISN)Attendance to duty tracking, Biometric and the Computer aided
shortlisting tools.

·       
Ability to lead survey design, planning,
implementation and report writing

·       
Proven ability to support government in the
development, monitoring implementation of health sector plans and generation of
performance reports
