The Deposit Protection Fund of Uganda (DPF) is a Ugandan
government agency that provides deposit insurance to depositors in Ugandan
Banks, Credit Institutions and Microfinance Deposit-taking Institutions (MDIs).

Job Summary:   The Assistant Manager – Procurement is
responsible for developing policies and administering all procurement related
activities and the procurement of goods and services following PPDA policies,
procedures and applicable regulations.

Key Duties and Responsibilities:  

·       
Develop professionally written policy and
procedure proposals that clearly articulate the Fund’s value proposition.

·       
Strategize to find cost-effective deals and
suppliers for the Fund.

·       
Discover the best ways to cut procurement
expenses.

·       
Carry out supplier evaluation to make sure that
the products are available at the appropriate time in appropriate quantity at
the appropriate place.

·       
Maintain the records concerning the purchase of
materials.

·       
Sets work objectives, directs, supervises and
reviews Fund procurement activities including preparation of annual procurement
plans and budgets.

·       
Serves as the Fund’s representative on
procurement issues and procedures.

·       
Develops and coordinates new policies and
procedures regarding procurement processes.

·       
Conducts analysis of Fund procurement policies
and procedures i.e. develops plans, formulates guidelines, implements new
developments and procedures, and provides policy interpretation for finance to
purchasing customers within PPDA guidelines.

·       
Prepares procurement guidelines, status reports
and presentations for executive staff.

·       
Monitors approval of procurement to maintain an
appropriate degree of control over vendor relationships.

·       
Participates in developing requirements and be
involved in the automation/test of procurement and logistics software.

·       
Assists in developing training material,
preparing lesson plans, and overseeing procurement training for Fund staff.

·       
Estimates and establishing cost parameters and
budgets for purchases.

·       
Checks and prepares specifications, terms of
reference, statements of requirements and bidding documents in liaison with
user departments.

·       
Creates and maintains good relationships with
vendors/suppliers.

·       
Reviews and analyze all vendors/suppliers,
supply and price options.

·       
Negotiates the best deal for pricing and supply
contracts.

·       
Ensures that the products and supplies are of
high quality.

·       
Maintains and update the list of suppliers and
their qualifications, delivery times, and potential future development.

·       
Prepare timely quarterly and monthly reports to
Management and PPDA as required.

·       
Prepare contracts committee meetings and
implement contracts committee decisions.

·       
Attend the opening of tenders, proposals and
quotations.

·       
Issue addendum to quotations, tenders and
proposals as required.

·       
Performs other work-related duties as assigned,
within your scope of practice.

Key Results:

·       
Implementation of best practice Procurement
vision, strategy, policies, processes and procedures to aid and improve the
operational performance of the Fund.

·       
Consultation and engagement with all key
stakeholders to ensure effective procurement and delivery services across the
Fund.

·       
Presentations to Management and/or the Board of
Directors.

Qualifications, Skills and Experience:

·       
The ideal candidate for the Deposit Protection
Fund of Uganda (DPF) Assistant Manager – Procurement job placement must hold a
first-class or upper second-class bachelor’s degree in supply chain management,
logistics, business administration accounting or related field, from an
accredited institution, essential.

·       
5+ years’ experience in procurement, purchasing
and supplies is essential.

·       
Professional certification and membership in
Chartered Institute of Procurement and Supply (CIPS) or related certification
is essential.

·       
Demonstrated knowledge of contract management
and negotiation is desirable.

·       
Demonstrated proficiency of MS office packages
is desirable.
