Job Summary: The Senior Manager M&E
and Data Centers will design, plan and manage the datacenters space and
infrastructure in the whole country along with the related policies and procedures
with the long-term view of the Technology evolution. He/She will plan, budget,
motivate and manage the related CAPEX and OPEX ensuring fit for purpose
technologies to drive return on investments and cost efficiencies. He /She will
also establish and maintain a Center of Excellence that advises the Business on
all matters related to the M&E domain as well as serve as a Single Point of
escalation for issues within the M&E domain.

Key Duties and Responsibilities: 

·      
Budget, within the Business plan cycle, for all
aspects     related to the evolution,
lifecycle and maintenance of the infrastructure     and space in the Datacenters

·      
Design and plan the Datacenters and the space
there in     to meet the business plans
and requirements as well as Lead, steer and    
supervise the related projects

·      
Capacity management of M&E Equipment so that
the     related upgrades projects are
correctly spec’d, steered and executed    
timeously

·      
Custody of all the Datacenter plans and As-built
plans,     all records pertaining to the
Datacenter M&E infrastructure, electrical     cabling/design layouts and space while
ensuring they are up to date all the    
time and in safe custody

·      
Design and constantly update the policies,
procedures     and processes for the safe
management and operation of the Datacenters    
guided by international and Group standards

·      
Ensure the security, health and safety of the
personnel     working in the datacenters
as well as the equipment installed therein are embedded     in all the designs, plans, processes and
works at/of the datacenter

·      
Constantly scan and assess the Datacenter
environment in     conjunction with the
Audit and Risk functions for any risks that may pose a     threat to the objectives enlisted above
and constantly designing their     mitigations

·      
High availability of the M&E infrastructure
serving     the Datacenter to the Tier
Certification of choice, in turn, ensure high     availability of the platforms therein hosted

·      
To manage, coordinate, administer and track the
Energy     costs (Grid, Fuel) at
Datacenters and residual MTN owned sites ensuring     correctness of billing and fraud
detection/intervention

·      
Research and champion all initiatives to
drive     efficiencies in the energy
related OPEX at Datacenters and other MTN facilities

·      
Management reporting and tracking of the
performance of     the Datacenter against
a set matrix (including Capacity, Uptime, Risk     mitigation, maintenance activities,
spares, Group Carbon measurement,    
Energy consumption tracking, operational costs, project progress,
safety)

·      
Plans, approves, coordinates all works carried
out in     the Datacenter (New
installations, commissioning, upgrades,    
decommissioning’s, maintenance) and lends expertise to the M&E     projects/work order in other MTN premises
under the responsibility of the    
Facilities unit) ensuring adherence to the Change management process
and     smooth execution

Manages and evaluates all vendors and
contractors with     responsibilities in
the Datacenter and M&E operation, maintenance,     spares stock and projects

·      
Manages and evaluates all vendors and
contractors with     responsibilities in
the Datacenter and M&E operation, maintenance,     spares stock and projects

·      
Interfaces with the relevant specialized Group
function     to cascade and drive the
Group Technology strategy in M&E technology as     well as the Datacenter management,
standards and reporting

·      
Budgets for and manages the energy costs related
to the     Tower Co contracts, the
Electricity and Fuel at Technical facilities with     the respective suppliers

·      
Motivates and holds the responsibility over any
of the     building management systems
and tools related to the running of the    
Datacenters

·      
Verifies invoices and initiates payments related
to     energy costs, spares, Tower Co and
contracts related to the Datacenter and    
M&E portfolio

·      
Team leadership, recruitment, development,
supervision,     deploys/assigns and
scopes, appraise/performance management of the team and     the individual

Qualifications, Skills and
Experience:

·      
The ideal applicant must hold BSc
Electrical/Telecommunications Engineering

·      
Project Management Training

·      
Supervisory/Manager Trainings

·      
Certifications in IEE would be an added
advantage

·      
At least 7 years of relevant experience in the
operation, design, troubleshooting, and maintenance of critical infrastructure
facilities with Data Centers being preferred

·      
At least 5 years supervisory/management
experience as Mechanical and Electrical (M&E) Planning and Operations in a
Telecommunications company

·      
3-5 years of experience in administering and
managing facility preventative maintenance programs and budgets including
Zero-Based Budgeting

·      
Expert understanding of the electrical and
mechanical systems used in a data center environment, including, but not
limited to the following: electrical distribution and layout, Transformers,
PLC’s, Generators, Switchgear, UPS systems, STS’, ATS’ PDU’s

·      
Experienced project management skills, including
budgeting, time tracking, schedule creation, scope development, contract management

·      
Good knowledge of design, sizing and operations
of Precision Air Conditioning or cooling systems including but not limited to
the following; Chilled Water Systems, CRAC/CRAH’s, Pre-Action Sprinkler Systems

·      
Good knowledge in industrial safety best practices
(i.e. lockout/tag out, arc flash protection, OSHA and state regulations)

·      
Good Knowledge on Data Center Facilities
operations and maintenance including access control and security protocols and
policies, work order management, system upgrade and swap and procedures, the
power systems and cooling systems

·      
Good Knowledge of Data Center Infrastructure
Management system (DCIM) design, deployment; operations and maintenance

·      
Good understanding of High Capacity Generators
including but not limited to their Control systems, Synchronizing panels, ATS,
PLC’s

·      
Good understanding of Data Center
Electro-Mechanical Systems Designs, specification formulation and scoping

·      
Strong background in Electrical, Mechanical,
Protection, and controls systems commissioning

·      
Maintenance Contractor /SLA formulation and
Management

·      
Good Knowledge of CAPEX Budgeting and Cost
Optimization/Control
