The Agency for Cooperation in Research and Development –
Uganda (ACORD-U) is a Ugandan National Non-Governmental Organisation that has
worked in Uganda since 1979 as a local Branch of ACORD International.
Currently, ACORD-U Implements interventions in more than 23 Districts in the South-western,
Western, Northern, West-Nile, and Eastern Parts of Uganda. ACORD-U’s
Development and Humanitarian interventions are focused on thematic areas of;
WASH, Livelihoods, Sexual and Reproductive Health, Conflict transformation,
Gender Based Violence, Water Resources Management and Climate Change. ACORD’s
country Country Office in Kampala and field offices in the districts of
Adjumani, Gulu, Yumbe, Mbarara, Tororo, and Kyangwali.
Job Summary:  The Project Officer – Watershed Management /
Environment will take overall responsibility of the day to day operations of
the project and oversee the successful implementation (planning, mobilisation
execution, monitoring and evaluation) of the related activities in a timely
manner to ensure restoration of the fragile eco-systems in the 4 target
micro-catchments.
Key Duties and Responsibilities: 
·        
The position requires; maturity, project cycle
management work, resource mobilisation, extensive networking with stakeholders
and partner entities in the water, environment, agriculture, forestry and land
sectors. Key responsibilities are as follows:
·        
Participate in the identifcation of the 3 target
micro-catchments and provide guidance to the team and other stakeholder on
compliance to the selection criteria.
·        
Ensure quality implementation of all aspects of
the project in close liaison with other members of the team.
·        
Ensure that all structures of the project are
constructed in line with specifications, acceptable Standards (BS or Euro Code)
and guidelines in the Project  Implementation
Manual.
·        
Take lead in the day to day organisation of
community and other trainings, and sensitizations in relation to the project.
·        
Guide and Liaise with key entities such as NEMA,
VWMZ, community structures and LGs to undertake all activities where their
inputs are sought by the project.
·        
Provide operational arrangement, organisation
and supervision of the project team members for the successful implementation
of the activities.
·        
Spearhead the development and execution of
Restoration and Management Action Plans for the 4 target landscapes.
·        
Ensure successful implementation of the
conservation fund by the 40 target community groups and adequate protection of
the 4 target micro-catchments by soil and water conservation structures.
·        
Take special interest in the implementation of
key interventions like; wetland surveillance, facilitation of watchdog
training, IEC materials development and development of advocacy briefs



Qualifications, Skills and Experience: 
·        
The applicant must hold a Bachelor’s Degree in
either Civil Engineering/Water Resources Engineering, Environmental Management,
Hydrology or Related Discipline from a recognised institution of higher
learning.
·        
Five years of experience doing similar work
·        
Relevant Post graduate qualification
·        
Proven Knowledge and practical experience in
Watershed/Catchment Management Processes is a must.
·        
Deeper understanding of Wetland management and
Integrated Water Resources (hydrology) Management with interest in the use of a
landscape approach including sound understanding of linkages between
ecosystems, WASH and Land use.
·        
Excellent communicator with very good written
and spoken English language skills.
·        
Ability to plan and facilitate complex
participatory community actions including particpatory planning and execution
of plans.
·        
Experience in preparing funding proposals
·        
Existing relevant (water resources, wetland,
environment) network in Uganda with sound understanding of Ugandan water
resources and wetland policies
·        
Familiarity with Hydrological Modelling, RAMSAR
Information System, GIS, satellite imaging
·        
Attributes that give added Advantage
·        
Ability to communicate in the local language
·        
Experience working with local communities
