The Democratic Governance Facility
(DGF) is a multi-donor funding mechanism aimed at strengthening governance,
promoting and protecting human rights, enhancing access to justice, and
improving accountability in Uganda by working with state and non-state
institutions at national, regional and district levels throughout the country.
it is funded by Austria, Denmark, European Union, lreland, the Netherlands,
Norway and Sweden

Job Summary:  The Programme
Manager directly manages the DGF relationship with implementing partners (lPs).
S/he participates in project proposal and budget development, monitors partner
project implementation, and provides technical support and quality assurance to
implementing partners. S/he also contributes to cross cutting aspects of DGF‘s
work..

Key Duties and Responsibilities: 

·        
Provide ongoing context analysis of national and
international key developments in Access to Justice; and recommend programmatic
interventions and changes.

·        
Monitor lPs’ project implementation and provide
technical guidance and quality assurance in close dialogue with the individual
lPs

·        
Receive, record, and review partner progress
reports as well as provide regular feedback to partners to ensure that projects
are on track

·        
Receive, review and monitor partner work plans,
budgets and financial reports; and ensure compliance to DGF financial and
programmatic guidelines.

·        
Contribute to the design of calls for proposals;
participate in review of submitted proposals and selection of new partners’ tor
funding in line with DGF terms and conditions.

Qualifications, Skills and
Experience:

·        
The ideal candidate must hold a university
degree in law or related field. An advanced degree preferred.

·        
Should have at least five years’ experience
working in access to justice, human rights and governance programmes.

·        
Experience in programme and financial
management, monitoring and evaluation. Experience in managing (sub) grants to
national CSOs preferred.
