Human Resources
Business Partner

About the Role: The
Human Resource Business Partner provides technical support to the Human
Resource Manager in the human resource function with the special focus on
Performance management, staff training and development and Time and attendance.

Key Responsibilities:

Recruitment and Onboarding:

·        
Provide technical advice and support on JD’s
development to requestors

·        
Ensure requestors follow the process for new
positions

·        
Support short listing activity as required by
HRM

·        
Ensure thorough background checks and ATCs are
done and documented

·        
Prepare notifications for job offers for
successful candidates

·        
Contracts: Prepare staff contracts upon receipt
of interview report with the successful candidate and submit to relevant
function for approval.

·        
Onboarding: Prepare and coordinate induction
schedule for all new staff; provide personnel forms to all new staff, provide
new staff information to Admin Assistant and IT department for ID processing
and set up of email accounts

·        
Regularly update recruitment matrix and share
with HRM

Performance Management

·        
Support the process ensuring staff and their
supervisors have set performance targets at the beginning of the year or
beginning of one’s contract with clear KPIs

·        
Train and refresh staff & first line
supervisors on the Performance Management Process supporting them to identify
staff with performance challenges who need to be on Performance Improvement
Plans

·        
Provide adequate notice to line managers to
complete Probation and Annual Evaluations on time

·        
On quarterly basis, visit offices in field to
provide GOAL general training on the performance management system.

·        
Ensure that all the necessary documentation for
performance is on individual staff files

Staff Development and Career Support:

·        
Take lead in the identification and analysis of
staff development and career support needs

·        
Extract and analyze skills, knowledge &
competency needs from staff annual appraisals at the end of every calendar year

·        
Promote inhouse online learning – LINGOS,
identify relevant trainings for staff including ensuring al supervisors take on
the mandatory courses

·        
Prepare monitoring reports on staff development
and career support programmes to the Human Resource Manager

·        
Manage the training Data Base and compile an
annual training calendar at the beginning of the year.

·        
In liaison with the HRM, follow up on scheduled
training with the training organisations;

·        
Ensure Training Request Forms for trainees are
completed, approved and payment done before the training and copies of payments
kept on staff files.

·        
Responsible for Immigration Function:

·        
Process expatriate work permits, special passes,
dependants passes, as well as renewals

·        
Submit weekly progress report to HRM

Employee relations

·        
Provide support to staff and management
regarding disciplinary issues where necessary.

·        
Provide general counseling to staff &
management where needed

Qualifications,
Skills and Experience:

·        
University degree in HR, Public Administration
or a related discipline

·        
5 years INGO working experience in a similar
role

·        
Computer literacy skills i.e. Proficient in use
of MS Word and MS Excel

·        
Excellent communication and training skills

·        
Proven previous experience in Managing
performance is desired

·        
Good PR and negotiation skills are an added
advantage

·        
Excellent interpersonal skills for a
cross-cultural work environment

·        
Willingness to travel regularly to field
locations

GOAL

Established in 1977, GOAL is an international humanitarian
agency, with a global team of 2,400 personnel, dedicated to alleviating the
needs of the most vulnerable communities. Currently operating in 13 of the
world’s most vulnerable countries, GOAL delivers a wide range of humanitarian
and development programmes, ranging from humanitarian relief in disaster
situations, to focusing on nutrition, food security, and building greater
resilience and sustainable livelihoods.

General description
of the country programme:

First operational in Uganda in 1979, the current GOAL Uganda
country programme focuses on Health (including WASH, Health Accountability and
Nutrition programming); and a market based systems approach to improving
agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child
protection, social behaviour change and resilience strategies across all
programming. GOAL works on a district focused approach and uses a mixture of
direct implementation and partnerships with national and international civil
society organizations, local government, the private sector and communities to
give effect to our mission.

GOAL Uganda has a skilled team of approximately 100
personnel and manages an annual operating budget of approximately €8.7 million
(2018). GOAL is currently operational in the North, South, East and West of Uganda
with six established offices in Kampala, Lira, Bugiri, Abim, Kaabong and Agago
Districts. GOAL Uganda country programme is funded by a number of donors who
include Mastercard, charity: water, Irish Aid and some small foundations.

Remuneration Package
and Benefits:

Our package includes a competitive salary, health insurance
cover for up to 3 dependents, comprehensive 24 hour personal accident cover,
terminal benefits equivalent to one month for each completed year of service
and our working hours provide for a half day on Fridays.  GOAL promotes a learning and development
environment with training & study opportunities aligned to our staff
development policy.
