About US:

The infectious
Diseases Institute (IDI) is a Ugandan not-for-profit organisation whose mission
is to strengthen health systems in Africa, with strong emphasis on Infectious
diseases, through research and capacity development. IDI has live operational areas
through which it works to achieve its mission; Prevention, Care and Treatment;
Training, Research, Laboratory services (including the CAP—certified IDI Core
Lab) and Outreach. The Institute is partnering with Palladium in implementation
of the United States Agency for International Development’s (USAID) 5-year
‘Uganda Health Systems Strengthening (UHSS)” project. The purpose of the
UHSS is to strengthen Uganda’s health system through improved leadership and
accountability for results in public and private health sectors. The Project
will be implemented in the four regions or Uganda; Eastern, Central, Western
and Northern.

Job Summary: The job incumbent will lead
will focus on strengthening leadership networks and Human resources for Health
across the community, district, and national levels including use of
hub-and-spoke method at regional referral and lower health facilities..

Key Duties and Responsibilities: 

·      
To build governance management, and human
resource capacity at the district level

·      
To functionalise the Regional Referral Hospital
structure as a supervisory structure for districts and lower level health
facilities for quality care provision

·      
To strengthen Human resources for Health at
district and community levels

·      
To build capacity at community level for
improved health service delivery

·      
To strengthen leadership networks across the
community, district and national levels

·      
To enhance HUMC functionality for increased
engagement to improve coordination, oversight of facility finance, work plans
and budgets.

·      
To provide technical support to the district
health teams to enhance planning, coordination and monitoring of the district
health plans, budgets, and M&E plans.

·      
To participate in the development of training
materials required to meet the training needs of the program

·      
To participate in the development of Performance
Monitoring Plans and work plans for the program

·      
To train and mentor fellows to strengthen the
governance, leadership and management capacity of the district health teams.

·      
To participate in the development of evaluation
protocols and train and mentor MoH, district and health facility staff in the
implementation of program evaluations.

·      
To provide mentorship and coaching to DHT
members to address gaps in the implementation of the HlV response.

·      
To periodically (monthly, quarterly, semiannual,
and annual prepare required program reports.

·      
To advise the program on ways of improving
performance using information obtained from the supported districts i.e. at
health facility and community level.

·      
To keep abreast of the updates relating to
Health Systems Strengthening and provide relevant technical support to the
project.

Qualifications, Skills and
Experience:

·      
The ideal applicant should hold a Master’s
degree in Public Health or a related field.

·      
At least 5 years’ experience relevant,
senior-level professional experience managing and implementing health systems
strengthening programs in the areas of health governance, human resources for
health management, and/or health services delivery.

·      
Five (5) years demonstrated experience in
managing and supervising  health systems
activities and teams.

·      
Skill in strengthening service delivery
programs, training, performance and quality improvement and monitoring and
evaluation.

·      
The ability to liaise with senior MOH officials
and dignitaries, district leadership, executives of NGOs, FBOs, CBOs, the
tor-profit business community, and senior members of the donor community;

·      
Demonstrated in-depth understanding of Uganda
healthcare system, particularly the public health system.

·      
Ability to coach, mentor and develop technical
capacity in national programs and technical staff in QI

·      
Ability to make frequent travels to different
regions of the country on project work.

·      
Strong knowledge of health systems
strengthening, data quality assurance, analysis reporting, and best practices
in data dissemination and usage is required.

·      
Knowledge of continuous quality improvement
processes.

·      
Understanding of community dynamics and
management.

·      
Strong oral and written communications skills
are required to develop and maintain effective, sustainable working
relationships with districts, implementing partners.

·      
Strong computer literacy especially with MS
Office and other data analysis packages.

·      
Ability to effectively gather, interpret, and
report on data obtained from a variety of sources.

·      
Ability to facilitate training workshops and
meetings in a clear and concise manner to audiences with varying degrees of
knowledge/experience in the area of strategic planning, community health
management, and continuous quality improvement.

·      
Ability to operate successfully in a team
environment and to work independently.

·      
Excellent communication, interpersonal and
writing skills.
