Description

Finance Manager,
Feed the Future Uganda Inclusive Agricultural Markets Activity

international lending institutions, private corporations and philanthropies,
and host-country governments.

Background:

DAI seeks a Finance
Manager for a five-year, $24 million dollar USAID-funded agriculture program.
The Feed the Future Uganda Inclusive Agricultural Markets Activity (FtF IAM)
works with agro-industry/agribusiness firms, Government of Uganda institutions
and agencies, and market actor organizations on creating efficiencies in
cross-market functions that enhance systemic changes to sustainably increase
incomes and improve the livelihoods of households through agriculture-led
inclusive economic growth. The Activity contributes to the Global Food Security
Strategy (GFSS) Uganda Country Plan goal of reducing hunger, malnutrition, and
poverty, as well as the USAID/Uganda Country Development Cooperation Strategy’s
(CDCS) 2016-2021 five-year goal of strengthening Uganda’s systems to accelerate
inclusive education, health, and economic outcomes. The Activity works
throughout the FtF Uganda Zone of Influence (ZOI), which covers 38 districts
spread across four regions of Uganda.

Key Duties and Responsibilities: 

  • Responsible for providing the Chief of Party and USAID with the
    appropriate financial and operating information as necessary
  • Work closely with other department groups on problems involving
    accounting systems and financial planning.
  • Implement and enforce all policies and procedures related to
    financial matters.
  • Establish and maintain adequate system controls to protect against
    financial misstatement, in accordance with applicable government
    accounting and administrative regulations, USAID and DAI rules and
    regulations.
  • Process all cash transactions and wire transfer payments.
  • Manage all banking activities including withdrawals, deposits, and
    preparation of all bank payments and checks.
  • Record all financial transactions in Field Accounting System.
  • Track VAT exemptions and reimbursements.
  • Ensure payroll is recorded in the accounting system, that salary is
    disbursed, and individual paystubs are distributed to all employees on
    schedule.
  • Coordinate annual and other financial audits—including preparation
    of supporting schedules and information—respond to auditor questions, and
    consolidate report formats.
  • Liaise with field and home office management.
  • Allocate project funds among various program activities.
  • Provide information and reports to grants management function.
  • Prepare regular reports for appropriate management as necessary or
    requested.

Qualifications, Skills and Experience:

  • Undergraduate degree required and an advanced degree is preferred in
    finance, business administration, public administration, economics, or
    other relevant field.
  • At least ten years of experience in international programs, with
    progressive responsibility in Accounting and/or Cost Accounting
  • Previous supervisory experience required.
  • Ability to work and quickly adapt in complex environments
  • Experience working with USAID, preferred.
  • Strong training, communications, and personnel management skills
  • Experience in host country is strongly desirable.
  • Fluent English required.
