is implementing a number of projects in Uganda and wishes to recruit a
eLearning Program Manager for the Health Workforce for the 21st Century Project
(HW21).

Over view:

HW21 is a five-year Health
Resources and Services Administration (HRSA)-funded initiative supporting high
HIV burden countries to meet 95~95~95 goals by 2030 by building competent and
confident health workers and effectively supporting governments to employ,
deploy, and retain them. HW21 is closing health workforce gaps to increase
access for people living with HIV (PLHlV) to testing, i care, treatment and
support to ensure sustained viral suppression. in Uganda, HW21 will support
HRSA, the U.S. Center for Disease Control and Prevention (CDC), and the
Government of Uganda in this effort by creating communities of practice through
telementoring and case-based learning for providers at facility level via the
ECHO© model.

Job Summary:  The Program Manager will serve as the main
liaison between HW21, the Ministry of Health and partners, and will act as an
internal resource to stall and the Country Director on the ECHO® model for
inter-professional team and problem-based learning, with a focus on
strengthening facility-based HIV treatment and care towards the 95-95-95
objectives including laboratory, retention to care, index testing, PrEP and
other key areas. Central to this role, will be the Program Managers leadership
in working with expert specialist teams and national stakeholders to design
curricula, and presentations for weekly tele-echo clinics or virtual grand
rounds for coaching and mentorships oi health workers in participating health
facilities.

Qualifications,
Skills and Experience:

·        
The ideal candidate should have Master’s degree
in Public Health, Project Management or related field

·        
At least 7 years’ experience implementing and/or
providing project management technical assistance of $5mil per year in
donor-funded projects and in the design and implementation of health projects in
HIV management; preferably in Uganda

·        
Demonstrated experience achieving HIV results

·        
Demonstrated experience leading an elearning
program in organizations, academia or hospitals to improve performance Skilled
in at least two or more of the following technical areas: strengthening
clinical service delivery performance; health care quality improvement;
advocacy; social behavior change, and monitoring and evaluation

·        
Demonstrated in-depth understanding of Uganda’s
healthcare system, experience living and working in Uganda preferred

·        
Familiarity with USG administrative, management
and reporting procedures and systems

·        
Proven track record managing a project team
composed of several technical experts and fostering team work

·        
Ability to coach, mentor and develop technical
capacity in national programs and technical staff in the areas,

·        
Excellent written, presentation, communication
and organizational skills in English

·        
Ability to travel up to 30% of the time

·
