The Infectious Diseases Institute (IDI) is a
Ugandan not-for-profit organisation whose mission is to strengthen health
systems in Africa, with strong emphasis on ihtectious diseases, through
research and capacity development. IDI has live operational areas through which
it works to achieve its mission; Prevention, Care and Treatment; Training,
Research, Laboratory services (including the CAP—certified IDI Core Lab) and
Outreach. The Institute is partnering with Palladium in implementation of the
United States Agency tor International Development’s (USAID) 5-year ‘Uganda
Health Systems Strengthening (UHSS)” project. The purpose of the UHSS is
to strengthen Uganda’s health system through improved leadership and
accountability for results in public and private health sectors. The Project
will be implemented in the four regions or Uganda; Eastern, Central, Western and
Northern.

Job Summary: The Community Governance
Specialist will provide technical assistance, capacity building, quality
assurance, mentorship and support supervision in the areas of Human resources
for Health and Community Health Service Delivery at district level..

Key Duties and Responsibilities: 

·      
To build governance, management, and human
resource capacity at the district level.

·   To enhance HUMCfunctionalitylorincreased engagement
to improve coordination. oversight of facility finance, work plans and budgets.

·  To establish coordination tools and standardized
referrals and links between MOH/District as well as roll out the new cadre of
CHEWs.

·   Provide support to district personnel and
project teams engaged in community education and mobilization activities.

·      
To develop and operationalize key community
workforce policy, guidelines, standards, and regulations.

·     To advocate and lobby GOU for adequate budget
provision to support CHEWs and other community related logistics.

·      
To strengthen integrated management and use of
tools and systems for coordination and referral standardized for community
services.

·      
To build capacity of key community workforce
including CHEWS.

·      
To enhance overall support supen/ision and
feedback mechanisms between district teams cl VHTs and CHEWs

·  To strengthen community awareness and
sensitization with information (i.e. community scorecards, key indicators) to
influence change in health service delivery and quality.

·   Coordinate efforts to ensure required summary
reports on community support activities are prepared and submitted for
inclusion in project reports.

·      
Support in documentation of best practices and
challenges in regard to implemented community based activities.

·      
Maintain electronic and hard copy filing system
for community related activities

Qualifications, Skills and Experience:

·    A bachelor’s degree in Adult & Community education, Social Work and Social Administration Community
Psychology/Developmental Studies or any other relevant degree

·      
 Training
in project planning and management is desirable

·      
Training in Public health is essential

·      
Understands community dynamism and engagement

·      
 Effective
collaboration and networking oi continuity initiatives.

·      
Good communication, organization and intentional
skills

·      
Working effectively with community leaders

·      
Ability to work with little or no supervision.

·      
Have basic computer literacy including will
dominatrices, excel, internet and power point.

·      
Good communication and presentation skills.

·      
Have key personal competences in Team and
communication skills, networking and partnership skills
