About URA:

The Uganda Revenue Authority (URA) was
established by the Uganda Revenue Authority Statute of 1991 and set up in
September of the same year as a central body for assessment and collection of
specified revenue, to administer and enforce the laws relating to such revenue
and to provide for related matters. This statute incorporated all the laws that
were in force then regarding tax collection. The new organization (URA)
amalgamated the three tax administration departments that were responsible for
all the taxes collected by the Central Government of Uganda.

Job Summary: The Assistant
Commissioner Staff Compliance will Develop and monitor programs/Initiatives
that strengthen good corporate governance principles and staff compliance to
regulatory requirements and ethical business practices

KEY DUTIES AND
RESPONSIBILITIES: 

Develop the URA
Staff compliance strategy and establish mechanisms to guide its implementation
in order to augment the achievement of the URA strategy.

Oversee
the formulation and alignment of the staff compliance strategy to the overall
URA strategy.

·        
Establish
mechanisms that promote compliance best practices to support the realization of
the URA mandate.

·        
Establish
frameworks to enforce and evaluate compliance standards throughout the
organization

Oversee the Investigation
process for all cases of misdemeanors, misconduct, and gross misconduct cases
by URA staff to manage non-compliance

·        
Provide
mechanisms that manage information flow for reports of suspected fraud,
corruption and misconduct and establish strategies to protect information
sources.

·        
Define
specific roles of the investigation teams and provide strategic guidance in the
process of investigations

·        
Review
the investigation reports and correspondences and recommend corrective actions
for submission to CIAC.

·        
Establish
mechanisms for managing and rewarding URA Whistleblowers.

Provide mechanisms
for monitoring URA policies, procedures and their implementation to enhance
compliance

·        
Guide
the Identification and profiling of non-compliance areas in policies, processes
and procedures based on prior occurrences

·        
Provide
guidance to relevant stakeholders in compliance reviews

·        
Review
the compliance report for onward approval by CIAC

·        
Provide
guidance on implementation of corrective recommendations highlighted in the
issued compliance reports

Establish
Integrity Enhancement Initiatives geared towards addressing non-compliance in
the Authority.

·        
Develop
initiatives for incorporating best practices for promoting integrity and
corruption resistance.

·        
Guide
the development of materials for presentation and publication to both internal
and external stakeholders.

·        
Review
reports on integrity initiatives implemented for submission to CIAC.

Develop and lead
the implementation of stakeholder relationship management initiatives in order
to enhance compliance

·        
Set
and lead the implementation and monitoring of client service standards in the
staff compliance division.

·        
Identify
and lead the development of relationships/ partnerships with stakeholders whose
capability can be leveraged to achieve the set goals and objectives.

·        
Build,
maintain and institutionalize strategic networks within and outside the
division to enhance the division’s information gathering capability.

·        
Lead
the development of mechanisms of tracking and providing feedback.

·        
Provide
technical guidance to URA management on staff compliance management issues from
time to time.

Develop and
monitor the implementation of programs to improve the capacity, motivation,
performance and productivity of staff in the division so as to enhance the
quality of their service delivery

·        
Develop
and communicate the strategy and work plan for the division

·        
Lead,
guide and support the division in performance planning, monitoring and
evaluation processes and account to management, the performance of the
department.

·        
Develop
and guide the implementation of staff motivation programs

·        
Lead
the identification of capacity gaps in the Division, approve suitable
development programs and establish strategies to monitor their implementation

·        
Create
and continually enhance an enabling environment to enable all staff to maximize
their performance, innovation and creativity potential

·        
Lead
the development of a culture of client orientation in the division

·        
Provide
coaching and mentoring for staff as well as set up frameworks for their
coaching and succession planning

Qualifications,
Skills and Experience:

·        
The
ideal candidate should have a Bachelor’s degree in Law, Commerce, Finance,
Accounting, Ethics & Integrity, Corporate Governance, Human Resource,
Business Administration, Economics   from
a recognized institution.

·        
Leadership
training

·        
Post
Graduate Qualification in Law, Commerce, Finance, Accounting Human Resource,
Business Administration, Economics, Ethics & Integrity, Corporate
Governance

·        
Training
in Investigations and Intelligence

·        
Training
in Tax Administration.

·        
At
least 7 years working experience in handling staff compliance matters of which
five (05) should have been attained at a middle management level in a large
organization.

·        
Familiarity
with court and prosecution processes

·        
Experience
in police/ intelligence work is an added advantage.

·        
Excellent
Knowledge of the Leadership Code Act.

·        
Excellent
Knowledge of the Employment Act.

·        
Excellent
knowledge of Investigations related policies, frameworks.

·        
Strong
knowledge of the URA Act and applicable Tax Laws, both national and regional

·        
Demonstrable
proof of integrity, confidentiality and high ethical conduct.

·        
Excellent
reporting writing skills.

·        
Strong
communication and presentation skills.

·        
Proficiency
in the use of computing applications for research and reporting.

·        
Good
investigation and networking skills.

·        
Ability
to conduct training and supervision of a team of professional staff

·        
Proficiency
in research, investigations and the use of statistical data analysis techniques

·        
Well-developed
conceptual, analytical and problem solving skills

·        
Ability
to build sustainable networks in high level circles with people in High Offices

·        
Ability
to express independent and systematic decision making

·        
Good
interpersonal and negotiation skills
