About us:

The Infectious Diseases Institute (IDI) is a
Ugandan not-for-profit organisation whose mission is to strengthen health
systems in Africa, with strong emphasis on infectious diseases, through
research and capacity development. IDI has live operational areas through which
it works to achieve its mission; Prevention, Care and Treatment; Training,
Research, Laboratory services (including the CAP—certified IDI Core Lab) and Outreach.
The Institute is partnering with Palladium in implementation of the United
States Agency for International Development’s (USAID) 5-year ‘Uganda Health
Systems Strengthening (UHSS)” project. The purpose of the UHSS is to
strengthen Uganda’s health system through improved leadership and
accountability for results in public and private health sectors. The Project
will be implemented in the four regions or Uganda; Eastern, Central, Western
and Northern.

Job Summary: The Regional Project
officers focuses on providing technical support and mentorship across district
local governments and communities to strengthen leadership, and management of
Human resources for Health.

Key Duties and Responsibilities: 

·      
Support district local governments in the preparation
of district budgets.

·      
Ensure programmatic decisions on UHSS best
practices and innovations are clearly communicated to the intended recipients
in the various districts.

·      
Conduct mentorship and technical support to
local governments and CHWs in respective districts of operation

·      
Map and regularly update lists of all project
related data to facilitate high quality community health services provision.

·      
Develop work plans and reports in line with
timeliness agreed by line supervisors

·      
Maintain harmonious and constructive
relationship with district and community leadership structures.

·      
Conduct routine visits to district local
government work force to monitor performance, build capacity and provide
mentorship.

Qualifications, Skills and Experience:

·      
The ideal applicant must hold a Master’s degree
in Public Health or a related field is desirable.

·      
At least five years’ experience relevant,
professional experience managing and implementing health systems strengthening
programs in the areas of health governance, human resources for health
management, and/or health services delivery at district or regional level.

·      
Five (5) years demonstrated experience providing
technical support to districts and communities in health systems activities.

·      
Skill in strengthening service delivery
programs, training, perlormance and quality improvement and monitoring and
evaluation.

·      
The ability to liaise with senior DOH, DHTS,
district leadership, executives of NGOs, FBOs, CBOs, the for protit business
community.

·      
Demonstrated in-depth understanding ot Uganda
healthcare system, particularly the public health system.

·      
Ability to coach, mentor and develop technical
capacity of districts staff in OI

·      
Ability to make frequent travels to different
regions of the country on project work.

·      
Have working knowledge in prciect/grants
management support to district local governments.

·      
Strong knowledge of health systems strengthening
Ql at district, community and regional referral level.

·      
Knowledge of continuous quality improvement
processes.

·      
Understanding of district and community dynamics
and management.

·      
Strong oral and written communications skills
are required to develop and maintain effective, sustainable working
relationships with districts, implementing partners.

·      
Strong computer literacy especially with MS
Office.

·      
Ability to effectively gather, interpret, and
report on data obtained from a variety of sources,

·      
Ability to facilitate training workshops and
meetings in a clear and concise manner to audiences with varying degrees of
knowledge/experience in the area of strategic planning, community health
management, and continuous quality improvement.

·      
Ability to operate successfully in a team
environment and to work independently.

·      
Excellent communication, interpersonal and
writing skills.
