About UNHCR:

The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary: The
Senior Site Planning Associate will supervise all site planning activities,
liaising with OPM authorities. The Senior Site Planning associate is expected
to provide support to field colleagues in all site planning related inquiries,
including necessary coordination with partners.

Key Duties and
Responsibilities: 

 (Process and
functions undertaken to achieve results)

·        
Coordinate
/ assist in scheduling and following up of plot demarcation works for a
potential shelter construction (RHU & others).

·        
Follow
up and support the implementation of master plan of transit sites and detailed
site layout principles for appropriate use of available land and safe siting of
community facilities and infrastructure works including road and drainage
works, water, sanitation and hygiene (WASH) facilities, community services,
education and health facilities, for security lighting and potential power line
works.

·        
Supervise
the implementation of shelter construction works and report on progress made,
difficulties observed on daily basis, including winterisation and maintenance
issues.

·        
Ensure
quality, conformity, cost and timeliness of shelter projects.

·        
Establish
and maintain relations with all stakeholders and ensure that activities are
conducted in a manner which guaranties staff and POC safety in the site.

·        
Coordinate
works with community services, field and other related units as required in
process of handing over the RHU/ other shelter.

·        
Assist
in the tents/POC relocation process during implementation of shelter program.

·        
Follow
up on on-going construction works including site fencing, waiting areas &
other infrastructures works.

·        
Assisting
in other engineering tasks such as site assessment, structural assessment works
drafting of work specifications, preparation of sketch, cost estimating &
tender evaluation.

·        
Participate,
if required, in site identification, assessment and survey, applying UNHCR,
international and national standards to advice on the suitability of sites.

·        
Assess
the need for shelter by following up the construction progress, including
defining the scope of works, preparing bills of quantities, cost assessments,
technical drawings and specification.

·        
Support
supply in the market analysis of locally available construction materials and
skills, promoting the use of local capacity as appropriate.

·        
Closely
monitor the implementation of projects under the area of responsibility and
ensure the provisions of the agreements signed with the implementing partners
are being complied with.

·        
Plan,
implement and supervise/monitor construction projects that are directly
implemented by UNHCR or through partners.

·        
Prepare
regular reports on work progress of various activities and preparation of
SitRep (monthly).

·        
Perform
other related duties as required.

Authority

achieve results)

Provide
recommendations for the establishment of projects, adjustments or
discontinuation of existing projects and advise UNHCR management accordingly.

·        
Represent
UNHCR in meetings related to shelter and liaise with local authorities, NGOs,
IPs and other stake holders on shelter issues.

Essential Minimum
Qualifications And Professional Experience

·        
Completion
of secondary education with additional training in Civil/Structural Engineering
or other related field.

·        
At least
11 years of progressively relevant experience, including collaboration with
different international organizations (e.g. UN agencies, Red Cross Movement,
INGOs, IOs or Donors).

·        
Field
experience in responding to large scale emergencies working with relevant
governmental technical departments and various organizations in identifying,
designing, delimiting, clearing and developing land allocated to establish site
camps.

·        
Good
knowledge of site surveying and experience in undertaking related topography
assessments/ feasibility studies for site identification and environmental
impact studies whilst using surveying tools (including GPS equipment, GIS
software).

·        
Prior
experience in the design of camp master plans including layout of shelter
plots, roads, communal infrastructures and basic services.

·        
Prior
experience in designing and implementing a longer term shelter strategy looking
beyond the emergency phase, particularly within a camp context.

·        
Experience
of site construction management (including supervision, monitoring, quality
control, evaluation, etc.).

·        
Excellent
working knowledge of English (written / oral / comprehension).

·        
Knowledge
of local language.

DESIRABLE QUALIFICATIONS
& COMPETENCIES

·        
Computer
literacy in MS Office and other relevant software to produce digital maps e.g
AutoCAD, site plans, layout and technical drawings.

·        
Knowledge
of UNHCR standards and criteria for site selection, as well as issues related
to protection, WASH, environment, land property issues, etc.

·        
Knowledge
of AutoCAD drawing software.
