Job Title:    Project Officer – Linkages and
Referrals

Job Summary:  Doctors with Africa CUAMM is seeking
applications from suitably qualified candidates for the positions indicated
below to work in the districts of implementation of the projects.


The three projects for which these staff will be required
are:

1. Mothers and
Children First, First 1,000 days in Dyam with the following objectives: a.
Improved availability and quality of maternal, neonatal, child and nutrition
services in the intervention areas b. Increased community demand for maternal,
neonatal and nutrition services focusing on areas with greatest need.

2. ForeSeeing
Inclusion: Eye Health and Disability Inclusion in North Uganda. The project has
the aim of improving the access and the quality of inclusive eye care services
both within the communities and health facilities in the districts of Kitgum,
Lamwo and Arua – in partnership with CBM.

3. USAID Regional
Health Integration to Enhance Services – North Lango, is a 5 year USAID funded
regional project meant to contribute to improving key population based national
health indicators; build the capacity of the Uganda Government to carry out
sustainable and locally driven response to the HIV Epidemic while also
improving TB, Malaria, Nutrition, Maternal Neonatal Child and Adolescent Health
and Water Sanitation and Hygiene outcomes. Doctors with Africa CUAMM a member
of the John Snow, Inc. led consortium implementing the project.

Key Duties and Responsibilities: 

·        
To map,
assess capacity, build the capacity of community facility linkage structures
and processes in place.

·        
Work
with DHT and Community Development Office to strengthen community based
structures that will create demand for health and nutrition service, strengthen
client appointment and tracking systems at the supported health facilities;

·        
Support
the functionality of CHEWS, VHTS, Adolescent champions, Male action groups and
Family support groups within the supported districts,

·        
Support
the successful implementation of the community referral system; strengthen the
use of quality improvement approaches in the referral and linkage system and
other community activities;

·        
Participate
in Coordination Meetings and related forums with other NGOs, CBOS implementing
community actions at district level. With DHT and Facility in charges,

·        
Support
planning for and implementation of integrated outreaches at district level.

·        
Together
with the DHT, train and Mentor health workers on Ministry of Health tools and
processes for linkages and referrals and support DHOs and District
biostatistician to ensure that all data on community interventions are properly
and timely reported on monthly basis and the same is accurately and timely fed
into District Health Information System (DHIS2).

·        
Ensure
proper documentation of work done achievements realized, lessons learnt, and
best practice throughout the program implementation.

·        
 S/he will report to Senior Advisor – Linkages
and Referrals.

Qualifications, Skills and Experience:

·        
Bachelor’s
degree in sociology. Social work and social administration, community
development, community health, development studies or related courses.

·        
Postgraduate
qualification in Public Health, Sociology or Community Health would be an added
advantage.

·        
A
minimum of 3 years’ experience in HIV/TB/ E MNH/Malaria/Nutrition related
community work – with government institution or NGOs involved in community
work.

·        
Excellent
communication skills and strong inter-personal skills,

·        
Fluency
in written and spoken English and a working knowledge of Luo.

·        
Ability
to work in a multi-disciplinary team with frequent travel to the field.

·        
Have
solid computer skills.

·        
Knowledge
of the relevant Uganda national health policies, strategies and structures
