Uganda National
Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade
Industry and Cooperatives responsible for standardization, Quality Assurance,
Metrology and Laboratory Testing (SQMT) with the objective of facilitating fair
trade, promoting local industries and Consumer protection. The Uganda National
Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade,
Industry and Co-operatives established by the UNBS Act Cap 327 and became
operational in 1989. It is governed by the National Standards Council and
headed by the Executive Director who is responsible for the day-to-day
operation of UNBS.

Key Duties and Responsibilities: 

  • Supervise and monitor the Inspection of all imports/ incoming goods
    through the Ugandan borders and kept in bonds in accordance with the
    existing Imports Inspection Guidelines and issued Instructions
  • Develop annual, quarterly and monthly budget, work plans and targets
    of all activities to be undertaken within the Division
  • Monitor staff performance and provide technical backup and advice to
    the inspectors for continual improvement in service delivery
  • Design programs and procedures for Imports Inspection that conform
    to ISO/IEC 17020 “General criteria for the operation of various types of
    bodies performing inspection”
  • Develop frameworks for handling importers’ queries/rejections that
    may arise from the Bonds and Entry Points as per the existing Standards
    operating procedures and set guidelines
  • Promote synergies and cooperation with key relevant stakeholders,
    like URA, clearing agents, importers and Regulatory/statutory bodies in
    the region and EAC among many
  • Provide advice and training to stakeholders on the most practical
    way of complying with imports clearance requirements
  • Monitor transiting goods in liaison with the Transit Monitoring Unit
    (TMU) of URA to minimize dumping
  • Handle administrative issues of the Division such as originating and
    follow-up on imprest requisitions and procurements for your area of
    jurisdiction among others
  • Consolidate, review, analyze and report the monthly, quarterly and
    annual returns from the bonds and entry points and make a consolidated
    Division report
  • Carry out risk assessment, profiling and audit of imports from the
    various exporting countries to Uganda to ease decision making at policy
    level.

Qualifications, Skills and Experience: 

  • The applicant for the UNBS Principal Inspector- National Inspection
    job opportunity should hold a Masters’ degree in Science or any other
    related field from a recognized University/Institute
  • Honours Degree in a science field or any other science related
    qualification from a recognized University/Institution
  • At least eight years’ experience in Standards, Quality Assurance, or
    quality control, Standards Development or Laboratory Testing after
    graduation
  • Training in ISO 9001, 17020 is an added advantage
  • Hands-on supervisory competencies with capacity to multi-task and
    deliver results efficiently with minimal supervision
  • Proven people leadership and functional management competencies with
    hands-on skills in Risk Management and internal controls in the functional
    areas
  • Must be computer literate with skills in MS Word, Excel, PowerPoint,
    and the Internet applications
  • The successful candidate must have a high level of integrity and
    professionalism, Communication, Teamwork and Analytical skills and needs
    to be a team player, an excellent communicator with good oral communication
    and presentation skills.
  • Age: Between 30
    and 45 years.
