The Uganda Development
Corporation (UDC) was set up by the Uganda Development Corporation Act 2016 as
the investment arm of Government with the primary objective of facilitating
industrial and economic development of the country,

This objective is met through;
establishment of subsidiary and associated companies, entering into public
private partnerships with any commercial, industrial or agricultural
undertaking or enterprises, assisting in financing and management of
undertakings promoting industrial or economic development; and promoting and
facilitating research into industrial development

Job Summary:  To lead UDC’s
procurement and disposal unit (PDU) and ensure timely cost effective acquisition of the corporation’s goods and services that
results in value for money.

Key Duties and
Responsibilities: 

·        
Ensure that the corporation’s procurement and
disposal activities are fully compliant with the requirements of the Public
Procurement and Disposals Act and Regulations and the special requirement of
funding agencies.

·        
Maintain liaison with PPDA at all times.

·        
Ensure timeliness and correctness of the
procurement processes through which UDC procures goods, works and services.

·        
Spearhead the coordination of UDC’s procurement
and disposal requirements to develop the annual procurement and disposal plan.

·        
Support user departments on the implementation
of procurement and disposal methods and practices.

·        
Oversee the publication and display of
procurement notices.

·        
Liaise with the secretary of the contracts
committee to ensure completeness of submissions to them.

·        
Manage pre- bid meetings, bid closing and bid
openings.

·        
Recommend membership of Evaluation Committee
members and oversee evaluation processes.

·        
Prepare monthly and other reports as scheduled
in the PPDA Regulations for submission to the PPDA.

·        
Implement decisions of the Contracts Committee

·        
Spearhead the development and regular update of
the list of prequalifies suppliers.

·        
Prepare regular and ad hoc reports for the unit
as required.

·        
Lead the procurement and disposal Unit team in a
manner that empowers them to deliver.

·        
Any other official duties that may be reasonably
assigned by the supervisor or management.

Qualifications,
Skills and Experience:

·        
The ideal candidate must hold a Master’s degree
in Procurement and Supply Chain Management or Business Administration is an
added advantage.

·        
An Honors degree in Procurement and Supply Chain
Management,  Experience) Business
Administration, Commerce, Economics, Statistics from a recognized institution

·        
Post Graduate Diploma in Procurement &
Supplies is an added advantage

·        
Full member of Chartered Institute of
Procurement & Supply Chain Management (MCIPS)

·        
Post Graduate qualifications in Public Private
Partnership procurement (PPPs) is an added advantage

·        
At least 8 years relevant experience in a busy
institution/organization 5 of which should have been at senior level

·        
Experience in the execution of the PPDA Act,
rules and regulations.

·        
High moral character with a high degree of
integrity

·        
Performance oriented and ready to work long
hours

·        
Good computer skills

·        
A good team player

·        
Good analytical skills

·        
Good interpersonal skills

·        
Good negotiation skills
