Job Summary: The Logistics Manager is responsible for the
logistics set up according to NRC standards and shall support programme/project
implementation. The Logistics Manager shall lead the team, while ensuring the
countrywide procurement processes and framework agreements are professional
implemented and adhered.
Key Duties and Responsibilities:
- Ensure and lead change for compliance and risk management in the
logistics - Support and guide area offices in good asset management and
procurement processes. - Responsible for developing action plan with regard to comments on
logistics in audits and internal audits and reports - Ensure proper accounting, reporting and internal control systems and
maintenance of records - Lead logistics management and developing structures and staffing
levels to ensure that at all time requirements are met in all offices - Responsible for agreements with suppliers and identify areas of
improvement including pre-qualified suppliers - Supervise and build capacity of the logistics team in the country
- Provide monthly reports on all logistics activities
- Assist the logistics staff at Area Offices to ensure that relevant
procedures are in place and implemented for quality control (maintenance)
of vehicles; advise on improvements and supervise the implementation for
current database for transport and ensure implementation of database in
offices - Ensure that vehicle and generators case files, reporting and
internal control systems are kept up to NRC standards (proper fuel
management system followed) - Ensure that NRC’s system for stores and warehouse management are in
place for dispatching items within the office and to the field offices - Assist with any other duties assigned by the Country Director, as
and when required.
Qualifications, Skills and Experience:
- The applicant for the Norwegian Refugee Council (NRC) Logistics
Manager job placement should have three years of experience from working
as a senior Logistics Manager in a humanitarian/recovery context. - Possession of Chartered Institute of Procurement & Supply (CIPS), is an added advantage
- Experience from working in complex and volatile contexts
- Documented results related to the position’s responsibilities
- Experience in market assessments, analysis and cash-based
interventions - Negotiating Skills. Negotiation is part of the supply chain process.
- Problem-solving Skills. Problem solving is a big part of this job
- Knowledge about own leadership skills/profile
- Fluency in English, both written and verbal
- Valid driver’s license
Personal Qualities
- Proven skills in training, mentoring and capacity-building national
staff; - Ability to coordinate several projects simultaneously and in a calm
and collaborative manner; - Ability to evaluate data and courses of action to reach logical,
pragmatic decision; - Ability to maintain flexibility in an environment where change or
revision to projects and planning is regular; - Excellent knowledge of computer programmes regularly used for
procurement and logistics; - High level of autonomy and willingness to spend time in field
locations. - Should be a strategic thinker that can work with people and
influence for positive changes. Having the ability of initiating action
and change will help you to succeed in this role, as much as managing
resources to optimize results and managing performance and development
