Reports To:      Deputy Registrar General – Registries

Job Summary: Responsible
for the management and administration of chattels registration function and
activities and ensuring that they are in compliance with the statutory
requirements and URSB Chattels registration policies and procedure guidelines.

Key Duties and
Responsibilities: 

·        
Plans,
budgets and prepares work plans and coordinates field operations, provides
advice on policy, regulatory and operational direction regarding chattels
registration

·        
Reviews
contracts with vendors of the chattels registry and keeps track of the results
of the deliverables

·        
 Develops, implements and institutionalizes
best practices regarding chattels registration, on the guidance of the
Registrar General and Management

·        
 Plans operations of the chattels registry and
evaluates impact on the achievement of organizational objectives

·        
Reports
on non-tax revenue accruing from chattels registry

·        
Coordinates
stakeholder engagement, communication and training programmes in accordance
with the Registry’s communications strategy

·        
Manages
the finances of the Registry including the preparation and execution of budgets
for the Registry

·        
Supervises
all operations of chattels registry, supervises and appraises staff and
generally manage the performance and development of staff

·        
Reviews
and advises on policies, regulations, standard operating procedures and compile
proposals for management’s consideration

·        
Performs
any other duties that may be assigned from time to time

Qualifications,
Skills and Experience:

·        
An
Honours degree in law, Social Sciences or other related discipline.

·        
 A Master’s degree preferably in Management,
law and/or with ICSA other related discipline is an added advantage.

·        
 A Minimum of at least six (6) years relevant
working experience in a reputable public or private organisation, three (3) of
which at a managerial level

·        
 Knowledge of relevant legislation relating to
registration duties

·        
 Good leadership, interpersonal, analytical,
mentoring and communication skills.

·        
 Ability to liaise and network with other
Government Departments.

·        
 Ability to effectively motivate and lead
others/Teamwork
