About US:

PEAS (Promoting
Equality in African Schools) is a UK based charity/social enterprise with a
mission to ‘expand access to sustainably delivered, quality secondary education
across Africa’. PEAS establishes and operates low-cost secondary schools in
Uganda and Zambia in areas where access to quality secondary education is
limited due to cost and geographical barriers. PEAS’ interventions are built
upon 3 pillars of education impact; Access, Quality and Sustainability. Since
opening its first schools in 2008, the PEAS network has grown to 31 schools,
and we are currently educating over 16,000 students. PEAS Uganda has about 50
staff at the Country Office and over 900 staff working in the network schools.

Job Summary:  The Procurement Assistant will play a support
role involving the purchasing of equipment, materials and supplies. You will
initiate purchase requests and keep track of the stages through which each
order is routed until receipt and purchase. Working under the general
supervision of the Senior Procurement Officer, you will support them in
receiving materials purchased, processing necessary supporting documentation.
You’ll follow up on behalf of the department and the procurement and contracts
committees’ tasks and assignments that facilitate effective delivery of the
service to the network. This is a great opportunity for someone who can show
good judgement and initiative whilst working within the defined PEAS
procurement policies and procedures and would like to develop their experience
in procurement.

Key Duties and Responsibilities: 

Procurement and
sourcing

  • Support the Snr Procurement Officer in the end to process of
    procurement as assigned and ensure all procurement is tracked and
    delivered in a timely manner
  • Works with vendors to schedule supply receipts and deliveries to
    users. They are present to receive any orders, and verify that the correct
    items and amounts have been delivered.
  • Periodically carry out satisfaction surveys to obtain feedback on
    supplier services and maintain a record of performance of service
    providers to support future decision making by contract committees
  • Actively participate as a stakeholder and invitee to the procurement
    and contracts committees supporting activities as assigned by the chair of
    the committee for effective running of the committees’ mandate
  • Verify current inventory levels and keep records to prevent
    inventory gaps; note when inventory is low and it is time to order new
    products
  • Overall responsibility for country asset register working together
    with other team leads to ensure a comprehensive listing of assets and
    inventory is regularly updated and reviewed annually

Fleet Management

  • Coordinate all travel needs of the country programme and ensure all
    fleet is kept in good condition including but not limited to proper safety
    and insurance for risks of damage and loss
  • Maintain a detailed operational matrix detailing use of vehicle
    mileage and fuel consumption to support decision making and planning for
    country needs
  • Support regular reporting on fleet use ensuring full compliance to
    PEAS procurement and logistics manual
  • Coordinate all vehicle management relationships such as insurance,
    repairs and maintenance and review these for fit for purpose and quality
    of service regularly

    effectiveness in delivering the service
  • Timely reports to inform decision making

Qualifications, Skills and Experience: 

  • The ideal candidate for the PEAS UK Procurement Assistant job must
    hold a Diploma in procurement and logistics or any other relevant field
    such as Finance, Administration, business studies.
  • One year of experience in an administrative position for a large
    complex organisation with sourcing goods and services duties
  • Basic knowledge on best practices in procurement and logistics and
    embedding value for money approaches to ensure an effective procurement
    chain.
  • A good record of success in leading specific assignments requiring
    initiative and innovation.
  • Desired
  • Demonstrate ability to negotiate and influence within a dynamic
    context
  • Good knowledge of market dynamics in the goods and supplies industry
    specifically experience in handling low value and local context
    procurement
  • Influencing and negotiating favourable terms for PEAS
  • Accountable for all assets for the country programme and schools
  • Record and report on risks identified and implement mechanisms to
    reduce risk
