In October, 2008
Parliament passed the Uganda Road Fund Act, the object of which is to finance
the routine and periodic maintenance of public roads in Uganda from earmarked
road user charges. The Fund has a duty to finance the implementation of the
Annual Road Maintenance Programmes that are carried out by the Uganda National
Roads Authority, Kampala Capital City Authority and the other designated roads
agencies responsible for District, Urban and Community Access Roads.

Job Summary:  The Executive Director shall be a person of
high moral character and proven integrity, with the relevant qualifications and
experience relating to the functions of the Board. The holder of this post is
the most senior executive of the Secretariat and is responsible for providing
it with leadership and managerial direction. The Executive Director will report
directly to the Board, and will also be Secretary to the Board. The Fund has
been established to operate in accordance with sound commercial principles to
facilitate effective, efficient and predictable road expenditure on road
maintenance activities. .

Key Duties and Responsibilities: 

  • Be responsible for the day to day operations of the Road Fund
    Secretariat, proper management of its funds, property and business and for
    personnel management, organisational control and discipline of the
    employees of the Secretariat;
  • Use sound financial principles in expending and accounting for the
    Funds received and disbursed to the designated roads agencies. He/she will
    be the Accounting Officer, in accordance with the Public Finance
    Management Act 2015;
  • Perform the functions and duties vested in him or her in terms of
    the Uganda Road Fund Act of 2008.
  • Relationships of the Position:
  • Reports to and is under the general supervision of the Road Fund
    Board;
  • Heads and supervises all staff of the Road Fund Secretariat.
  • Maintains liaison with the heads of the Uganda National Roads
    Authority, Kampala Capital City Authority and the other designated Roads
    Agencies responsible for District, Urban and Community Access roads.
  • Maintains liaison with the donor organisations and other institutions
    whose activities have an impact on the road sector.

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s (Hons) Degree in Civil
    Engineering, Finance, Accounting, Management or related discipline.
  • A Master’s degree in Finance, Management, Business Administration or
    related discipline.
  • Professional registration status with a relevant professional body
    where applicable is a MUST (e.g Registered, Chartered or Certified).
  • At least 15 years relevant management work experience, of which a
    minimum of 5 years is at a senior managerial level with strategic focus in
    the corporate or public sector.
  • Strong leadership and motivational qualities.
  • Demonstrated understanding of the dynamics, technical, financial and
    administrative requirements of an organisation of this nature. ‘
  • Highly developed oral and written communication and negotiation
    skills in the English language.
  • Able to develop and lead effective teams through change and
    transition.
  • Able to develop and maintain strong relationships with key
    Government Ministries, departments, agencies and key stakeholders in the
    industry.
  • Promotes a climate of innovation, change and adaptation.
  • High integrity and strong ethical standards.
