About URA:

The Uganda Revenue
Authority (URA) was established by the Uganda Revenue Authority Statute of 1991
and set up in September of the same year as a central body for assessment and
collection of specified revenue, to administer and enforce the laws relating to
such revenue and to provide for related matters. This statute incorporated all
the laws that were in force then regarding tax collection. The new organization
(URA) amalgamated the three tax administration departments that were
responsible for all the taxes collected by the Central Government of Uganda.

Job Summary:   The Officer Retirement Benefits Scheme will
support the finance and administration of the URA Staff Retirement Benefits
Scheme to enhance accountability and value – for-money on RBS Investments

Key Duties and Responsibilities: 

Provide custody to
staff retirement benefits scheme documents and information in order to promote
efficiency in processing payments and conducting of the scheme’s administrative
work.

  • Follow up with payroll unit to establish whether RBS deductions have
    been remitted to the RBS bank account
  • Reconcile individual contributions so that the contributions are
    credited to individuals member account in sun system monthly
  • Post contributions into the Accounting information system on a
    timely basis
  • Maintain and update Members Register
  • Generate and provide Members Statements and respond to staff
    inquiries on their contributions.
  • Coordinate and provide administrative support during the RBS
    Trustees’ meetings with the Fund Managers and other service providers to
    assess the investment status
  • Coordinate and provide administrative support during Members’
    engagements including Members Education Seminars and Annual General
    Meetings

Post and reconcile
all RBS transactions in order to enhance accountability and value – for-money
on RBS Investments.

  • Post the various investment transactions to the accounting
    information system on a monthly basis.
  • Conduct monthly bank reconciliations to align fund manager, the custodian
    and principal office transactions.
  • Make follow ups with fund manager and custodian for any
    inconsistences that may arise during transaction posting and
    reconciliation
  • Prepare and file statutory returns on a timely basis
  • Maintain and keep safe custody of all scheme records
  • Coordinate and support the audit process of all the scheme
    operations and books of account.

Process payment of
staff retirement package in order to facilitate their smooth transition from
active employment to retirement.

  • Upon receipt of exit notice, engage the beneficiary to fill RBS
    Claim Form.
  • Compute the accrued benefits including interest to members and
    process payments to service providers and submit to line supervisor for
    review
  • Upload payments to the banking system upon approval for further
    processing
  • Post all RBS payments to the accounting information system
  • Reconcile member accounts to determine under or over payments in
    order to enhance accuracy in the payment process.
  • File the payment vouchers for safety and future reference.

Qualifications, Skills and Experience: 

  • The applicants for the Uganda Revenue Authority (URA) Officer
    Retirement Benefits Scheme job opportunity should hold Bachelor’s degree
    in Finance, Commerce or Business Administration with a bias in Finance.
  • Part Professional Qualification in any of the following: CFA, ACCA,
    CPA is desired
  • A minimum of two years of experience as an Administrator of a
    Pension Scheme or related organization.
  • Experience in Finance and Accounting in a Pension Scheme or Public
    Agency.
  • Knowledge of the Pensions Laws of Uganda.
  • Knowledge of Public Finance Laws, Taxation Laws and related
    regulations.
  • Conceptual and analytical capability.
  • An impeccable record of integrity
  • Ability to work within a team.
  • Ability to effectively communicate
  • Good Interpersonal skills.
  • Self-drive and a passion for timely results
  • Ability to work on own initiative and keep to tight deadlines
