Programme (WFP) is the United Nations frontline agency against world hunger. It
is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.

Job Summary:  The Programme Policy Officer (Resilience and
Social Protection) will provide support to policy and programme activities that
effectively meet food assistance needs.

Key Duties and Responsibilities: 

  • Coordinate programme design and implementation with the District
    Local Governments especially as relates to increasing market access and
    consumption of diverse and quality foods, as well as increasing resilience
    of vulnerable households and communities;
  • Integrate food and nutrition security into programmes that support
    small holder farmers and food systems;
  • Engage with District Local Government to include in their plans,
    community awareness and consumption of diversified, nutrient dense,
    fortified and nutritionally adequate foods;
  • Support the District Local Government’s outreach programmes at
    Sub-County, Parish and Village level to develop interventions that attain
    increasing production of diverse and safe foods, increased household food
    availability and gender sensitive interventions;
  • Coordinate capacity building and technical support for groups,
    especially the youth and women on food systems including nutrition
    sensitive technologies, dietary diversification and nutrient dense diets;
  • Work closely with the with the Monitoring, Evaluation and Learning
    team to monitor community and individual adoption of the new
    nutrition-targeted agricultural practices and food consumption
    methodologies;
  • Promote food safety including appropriate methods of handling,
    preservation, processing, storage and utilization of agriculturally
    produced food;
  • Disseminate and demonstrate agri-nutrition sensitive technologies;
    food preparation and utilization; best practices; and energy and time
    saving technologies for women and the youth;
  • Establish technical cooperation and networks that facilitate
    collaboration across relevant sectors, agencies and public stakeholders
    working with the targeted community.
  • Strengthen and promote community engagement processes in the project
    areas, particularly identifying project beneficiaries, assessing their
    needs and addressing and resolving community issues.
  • Perform and document regular monitoring of programme activities in
    close coordination with the Field and Area Office teams;
  • Support the District Local Government and WFP teams in climate
    change adaptation and resilience and provides technical input to AO
    contributions to WFP climate change response programmes;
  • Provide technical support and linkage to the formulation and
    implementation of projects and programmes related to climate change
    adaptation and climate resilience within integrated multi-sectoral
    strategies and frameworks to address Zero Hunger
  • Integrate climate change adaptation, disaster risk reduction and
    climate-smart agriculture concepts, including options for climate change
    mitigation and approaches into field projects;
  • Participate in analytical tasks and support assessments and other
    analytical work; and
  • Any other duties as may be assigned from time to time

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Programme Policy Officer (Resilience and Social Protection) job
    placement should hold a Degree in one of the following; natural resource
    management; nutritional studies; social sciences, or agriculture
  • Three years’ experience in leading, designing and implementing field
    level programmes addressing food and nutrition security;
  • Experience in development policy formulation with knowledge of
    climate change-related programmes;
  • Demonstrated strong engagement skills with counterparts;
    client/community focused with an ability to provide prompt and
    high-quality responses;
  • Demonstrated knowledge of project management, operational skills in
    designing and/or managing projects, ability to support senior staff,
    specialists and clients in using the main processes related to project
    preparation and implementation;
  • Experience working across institutions in a collaborative way;
  • Effective verbal and written communications skills in English;
  • Experience in working in Northern Uganda;
  • Has gained experience in implementing technical programs (i.e.
    nutrition, etc.).
  • Has implemented programmes and provided input into designing
    operations.
  • Has provided input into policy discussions and decisions.

Competencies:

  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
    variables and contextual factors that affect food assistance problems and
    programmes throughout the lifecycle to inform quality programme design or
    re-design.
  • Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and
    consolidate quantitative and qualitative information from different
    sources (e.g., market studies) to inform transfer modality selection and
    programme development.
  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret
    basic data in the context of WFP specialised fields to contribute to
    technical programme design, implementation and monitoring.
  • Emergency Programming: Displays capacity to provide inputs into the development,
    implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/ Government: Develops thorough recommendations using
    multiple inputs (e.g., government counsel, research, own experience) to
    strengthen national or subnational entities and government owned food and
    nutrition security programmes.
