is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.

Job Summary:   The Programme Associate (Social Protection
and Resilience) will provide effective specialized support and technical
analyses to policy and programme activities that effectively meet food
assistance needs.

Key Duties and Responsibilities: 

  • Participate in and carry-out, as needed, the development, appraisal
    and supervision of activities as illustrated in the project documents and
    workplans;
  • Support the provision of technical advice and policy guidance to
    government and community groups in consultation with the technical team in
    the Country Office and Area Office;
  • Support the day-to-day operational needs of the field office social
    protection programme;
  • Support the implementation of long-term cash transfers may to buffer
    beneficiaries from extreme climate shocks as well as nutrition and child
    sensitive interventions;
  • Support the application of payments system and social registries
    being used to make cash transfers.
  • Respond to local government and donor partners requests for action
    on project implementation issues and help to ensure timely and complete
    responses to those requests;
  • Participate and organize missions to provide technical inputs and
    guidance to counterparts, including improving the monitoring and
    evaluation of project activities;
  • Contribute to cross-sectoral work, collaborating with other
    initiatives in social protection and integrated programmes;
  • Work closely with other support services in matters of project
    implementation;
  • Carry out any other related technical assessments (including the
    preparation of analytical pieces and/or technical reports;
  • Organize, the research, learning and production of
    grassroots-community relevant communication materials;
  • Provides effective coordination and technical support to government
    counterparts and other partners;
  • Prepare the submission of Internal and External Sitreps;

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Programme Associate (Social Protection and Resilience)  job placement should hold a Degree in
    Economics, Social Science. Social Protection or related discipline, or
    relevant training in delivery systems;
  • A minimum of five years of relevant operational experience in the
    development field, preferably in a Safety Nets or Social Protection
    program design and implementation;
  • Experience in Social Protection delivery systems in Northern Uganda
    is desirable;
  • Proven technical skills and experience;
  • Demonstrated ability to develop and maintain productive, professional
    relationships with government and local community counterparts, donors,
    civil society and other stakeholders
  • High capacity for organization and coordination, as well as an
    ability to work with a high degree of independence in a team environment
  • Experience in managing diverse and sometimes competing interests and
    perspectives to arrive at a durable consensus;
  • Has worked with technical teams (i.e. nutrition, VAM, etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with policy discussions.
  • Oral and Written Fluency in English as well as one or more of the
    following languages: Luo, Acholi, Lugbara, Madi, Kakwa, Aringa, Alur and
    Langi.

Competencies:

  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
    variables and contextual factors that affect food assistance problems and
    programmes throughout the lifecycle to inform quality programme design or
    re-design.
  • Transfer Modalities (Food, Cash, Vouchers): Demonstrates ability to implement,
    under guidance, food assistance programmes deploying the full range of
    transfer modalities with an understanding of basic principles guiding
    modality selection and implementation.
  • Broad Knowledge of Specialized Areas: Understands basic technical concepts
    and data and their relevance to food assistance programmes.
  • Emergency Programming: Displays capacity to provide inputs into the development,
    implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/Government: Understands and applies basic principles of engagement
    with government counterparts at the national or local level.
