Programme (WFP) is the United Nations frontline agency against world hunger. It
is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.

Job Summary: The
Government Partnerships Associate will support the CO meet the above target,
the Government Partnerships Unit will need to facilitate and coordinate the
development of new and existing partnerships with donors (multi-lateral,
bi-lateral and government organisations) to mobilise resources to support the
delivery of WFP programmes. Specifically:

  • Provide organisation-wide donor stewardship by monitoring and
    positioning for strategic opportunities with traditional as well as
    emerging donors by identifying key funding opportunities to support the
    HDN;
  • Provide internal guidance and work alongside to programme teams for
    robust and timely engagement with donors for technical inputs;     
  • Lead negotiations for contributions and partnership agreements, in
    line with internal policies and external regulations to ensure maximum
    funding flexibility and predictably to avoid pipeline breaks;
  • Strengthen capacity of key internal stakeholders for programme
    reporting and evidence
  • generation e.g. Outcome Level grant managers and Activity Level
    reporting officers for quality reporting;
  • Work with reporting and programme teams to ensure accurate, timely
    and quality donor reporting requirements;
  • High level donor engagement at key external and internal events
  • Given the above and considering the tremendous workload involved,
    the unit requires additional capacity in form of a Government Partnerships
    Assistant to support the GPO.

Key Duties and Responsibilities: 

Donor Engagement

  • Support Government Partnerships Officer (GPO) in project and
    operational activities that maintain and develop government partnerships
    in order to maximise resources raised for WFP programmes.
  • Contribute to the management of a portfolio of partnerships,
    providing coordination, requests for information and analysis to support
    effective solicitation of donor contributions, donor stewardship and successful
    grants acquisition.
  • Highlight fundraising opportunities and resourcing issues to
    stakeholders through briefs and/or participation in the Strategic
    Programme Review Process (s-PRP) and the Electronic Programme Review
    Process (e-PRP) to ensure that concerns are adequately considered.
  • Support GPO to collate data and contribute to preparation of
    accurate and timely programme reporting to donors, to enable informed
    decision-making and action planning by senior stakeholders.
  • Support GPO in providing regular information to inform new and
    potential donors on the strategy, design, relevance and impact of
    programmes, to advocate for the work of WFP.
  • Support and/or coordinate donor field missions in consultation with
    the Area/Field Office and programme heads.
  • Represent WFP at meetings at appropriate levels, sharing information
    to raise awareness of the strategy and objectives of the Government
    Partnerships Team, to build support and advocate for WFP activities.

Coordination and
Administration

  • Support GPO to track and collate data to enable WFP senior managers
    develop new strategies to maintain and increase funding from new and
    traditional donors.
  • Work in collaboration with GPO to ensure the flow of information and
    with other WFP units to align activities and ensure full donor compliance
    e.g. donor visibility.
  • Support GPO to update Salesforce, the WFP corporate donor tracking
    and management tool.
  • Arrange donor visibility events such as handover ceremonies and
    contribution signing ceremonies. liaising with the Communications Team,
    Logistics Team and/or Area/Field Office, as necessary.
  • Support the GPO to prepare briefing documents and presentations for
    internal senior management meetings and external meetings with donors and
    other stakeholders.
  • Other duties commensurate with the role, as required.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Government Partnerships Associate job placement should hold a First
    University degree in Political Science, International Development,
    Development Economics, Marketing Communications or other relevant field
  • Three years of post graduate experience supporting projects and
    operational activities that maintain and develop partnerships
  • Strong analytical, negotiation and influencing skills in relation to
    multiple stakeholder contexts.
  • Excellent verbal and written communication skills (fluent English)
    through a variety of media including briefings, internal and external
    presentations.
  • Ability to independently organize, coordinate and manage high level
    events and missions
  • Ambition, ability and willingness to innovate and deliver beyond his
    or her personal brief.
  • Ability to present complex information clearly and effectively.
  • Ability to support sector, donor and internal analysis and research.
  • Understanding of programme design, quality programming and effective
    delivery.
  • Good understanding and knowledge of development and humanitarian
    programming.
  • Experience of proposal development process and writing
  • Has supported projects and operational activities that maintain and
    develop donor and host government partnerships
  •  Has routinely provided
    coaching or training to new staff members within area of expertise
  •  Has collated data, assisted
    in drafting resourcing analysis and collaborated with accurate and timely
    briefs as well as reporting to donors
  • Ability to network with, and influence people both internally and
    externally
  • Language: Fluency
    (level C) in English language.

Competencies:

  • Relationship Management: Demonstrates ability to build and sustain effective collaborative
    relationships with appropriate stakeholders and contacts in area of
    expertise to raise the profile of WFP, build relationships and further
    organisational aims.
  • Communication Expertise: Collates accurate and timely information in required format (i.e.
    written or visual communications materials as well as verbally), to
    facilitate information flows and informed decision making on
    communications issues.
  • Information Analytics, Reporting & Management: Gathers, analyses and reports
    information in a manner that draws out fact-based insights to inform
    approach to partner relationships and support substantive discussion with
    partners. Captures relevant information and progress, and ensures internal
    information sharing.
  • Resource Mobilisation: Analyses relevant technical data and prepares briefs to raise
    resources for operations, negotiates contributions and keeps donors
    informed of key policies. Ensures and oversees timely registration of
    contributions and forecasts, aiming for accuracy and conformity with
    donors’ documentation and WFP’s rules.
  • Business Process Support & Technical Guidance: Provides technical support to other
    business areas, identifying procedural issues and solutions. Applies
    understanding to ensure system maintenance and to support the design and
    implementation of system changes, supporting users and ensuring relevant
    training and materials are provided as necessary.
