Job Summary:    The Senior Food Assistance Information and Reporting Officer
will provide overall management supervision of Commodity Tracking System in the
country. Ensure that all food and non-food aid projects have adequate capacity
to track and account for all the food and non-food items received from various
donors from the point of receipt to the final beneficiary using CTS system. The
incumbent will ensure compliance with WV Uganda, FPMG and Donor (USAD/FFP, WFP,
EC/ECHO etc) requirement regarding accounting and reporting for all donations
given to WV Uganda.

Key Duties and Responsibilities: 

  • Oversee operation and functionality of the CTS database in West Nile
    Food Assistance Program.
  • Offer Technical support and troubleshooting to the FAIROs.
  • Make sure all two (2) District CTS databases are fully functional at
    all time with limited or no challenges.
  • Make sure all data backups done monthly.
  • Ensure proper, accurate and timely reports submitted.
  • Ensure issues in the districts reports resolved before
    reconciliation by 3rd of every month.
  • Ensure donor reports submitted by 5th of every month.
  • Ensure WV DMT reports consolidated and submitted by 10th of every
    month to FAM.
  • Organize capacity building session for FAIROs and field staff
    (distribution staff) on the operation of the CTS/LMMS and other computer
    based programs (LMMS).
  • Capacity of the FAIROs built on the functionality and all features
    of the CTS through practical sessions in all the 4 districts.
  • Two (2) field staff trained and are able to operate CTS database in
    each of the four (4) districts
  • Attend 15% of distribution every cycle to ensure compliance and
    commodity standard are in practice, besides warehouse visit and its
    document review.
  • Four (4) support visits to Warehouses, distribution team and FAIROs
    (two visits per settlement in each district) done.
  • All warehouse documentation in place accordingly to WV and donor
    standards.
  • Ensure timely generation, approval and submission of all project,
    distribution and financial related documents.
  • CSS generated, approved and posted in time in the FGDB.
  • All monthly LTSH invoices generated, approved and submitted for
    reimbursements to Donor.
  • Invoice Tracking Table up to date and submitted to management
  • Monitor and Supervise generation of Beneficiary Distribution Lists
    (BDL) by CRMAs in each settlement.
  • All BDLs printed accurate, and timely with minimal errors.
  • All backups of BDLs and food logs done and in place.
  • Coordinate with field and M&E teams in the supervision of
    registration and distribution of LMMS ration cards to different categories
    of project beneficiaries and ensure all compliance issues are handled.
  • Supervise the maintenance and management of the LMMS equipment in
    all the districts of operation
  • Project documentation and archiving done
  • Receive distribution files for each district by 15th of every month.
  • All CTS files completed, reviewed and approved by 15th of every
    month.
  • Archives in place, updated and organized.

Qualifications, Skills and Experience: 

  • The applicant for the World Vision Senior Food Assistance
    Information and Reporting Officer job placement should preferably hold a
    Bachelor’s degree in Business Administration, Information Technology I.T,
    Computer Science, Accounting or Statistics. Master’s degree is preferred.
  • At least three years of working experience in IT or 2 year working
    experience with a NGO or UN agency in Commodities Tracking /Accounting.
  • Working experience in port operations, clearing and forwarding,
    dispatch and logistics planning, warehousing and storekeeping. 
  • Good
    command of oral and written English.
  • Computer literacy is an added advantage. 
  • Strong analytical skills. 
  •  Knowledge of major donor regulations pertaining to commodities
    accountability and reporting.
  • Computer literacy skills
