About US:

Platform for Labour
Action (PLA) is a national human rights civil society organization that was
founded in 2000. PLA focuses on human rights and seeks to promote and protect
the rights of the vulnerable and marginalised workers through empowerment of
communities and the individual. Our target population include children in
exploitative forms of work, children at risk of exploitation, informal sector
workers infected and affected by HIV/AIDS, women and youth and workers earning
below UGX. 300,000/= per month.

Job Summary:  The Senior Accountant is responsible for the
helping in the running of the Unit; key areas of work include Financial
Management, Accounting, overseeing Office Administrative systems, support to
Fundraising & Partnerships.

Key Duties and Responsibilities: 

Financial
Management

·        
Lead the
consolidation of financial plans, budgets and forecasts involving relevant
staff

·        
Prepare
annual financial statements and lead the preparation of year end accounts in
advance of the annual audit

·        
Produce
monthly income and expenditure statements and analyse variance for PLA
Management Committee

·        
Maintain,
monitor cash flow with the Executive Director and ensure that there are
sufficient funds always available in the bank

·        
Implement
and coordinate the budget management system

·        
Ensure
all staff and volunteers are adhering to financial procedures and policies and
ensure that all financial transactions are properly accounted for

·        
Provide
support to other staff; work closely with them to ensure that finances and
financial information is accurate and up to date.

·        
In
conjunction with Programme Unit, ensure that a robust and comprehensive system
is in place for monitoring and administering volunteer finances

·        
In
conjunction with the Executive Director make decisions about financial
procedures, issues and policies as and when necessary

·        
Manage
the Support staff and other staff as required; ensure that they have regular
line management meetings, relevant and realistic work plans and performance reviews
in line with PLA’s policies

·        
Induct
new staff to PLA’s finances, financial procedures and policies

·        
Hold
regular workshops and meetings with existing staff to ensure that they are
updated with financial issues necessary for non-financial staff

Accounting
Functions

Supported by the Accountant:

·        
Ensure
that the accounting records and books of accounts are kept up to date

·        
Maintain
a computerised system (Navision) for the management of PLA expenditures

·        
Ensure
that all payments to supplies and/or projects are in accordance with relevant
PLA regulations and approved work plans/budgets

·        
Prepare
payroll and other payments

·        
Manage
and administer PLA petty cash and reimbursement of staff expenses

·        
Manage
bank accounts and the transfer of money between PLA and donors to partner CBO’s

·        
Ensure
that bank reconciliation as well as debtors and creditors statements are done
monthly

·        
Ensure
that cheque books, purchase order books, invoices etc are well accounted for
and are kept in safe and secure custody.

Office
Administration & Management

Supported by the Administrator

·        
Ensure
that PLA’s contracts, policies are up to date and compliant with relevant
National Laws and communicated to staff

·        
Develop
and maintain administrative systems (computers, hard copy filing etc)

·        
Ensure
maintenance of PCs and other office equipment, including backing up and virus
protection

·        
Ensure
the general maintenance and cleaning of the office

·        
Coordinate
the supply of office consumables (such as stationery)

·        
Responsible
for procurement of general items and ensuring that the procurement policy is
used by staff

·        
Coordinate
the office communication system; mail, notice boards, whiteboards etc

·        
Ensure
that the front desk and telephone are efficiently managed

·        
Ensure
that staff have appropriate administrative support

Fundraising &
Partnerships

·        
Provide
accurate and timely reports to donors

·        
Support
the development of new proposals, renegotiations and fundraising efforts
through creation of budgets and preparation of financial information

·        
Produce
monthly income and expenditure statements for donors (where necessary)

·        
Ensure
that donor funds are received as per disbursements agreements and that
expenditure by all staff is coded by donor

·        
Represent
PLA with external partners as required

Membership of the
PLA Management Committee

·        
Contribute
to the Management Committee in an open and honest manner so as to facilitate
discussion, group ownership and collective decision-making

·        
Provide
financial information for the Management Committee to inform decision making

·        
To be a
role model within PLA and externally

·        
Help
provide strategic direction to the management of PLA

·        
Supervise
and support compliance to PLA policy and relevant legal requirements

·        
Deal
with emerging and emergency issues

·        
Develop
and review the means of communication within PLA

·        
Assist
the Executive Director in the capacity building of staff.

Other: Other duties as required, occasionally
requiring work on weekends and holidays for which time off in lieu can be taken

Qualifications, Skills and Experience: 

·        
The ideal
candidate must hold a degree in Accounting, commerce, business studies or
relevant professional qualification, MBA desirable

·        
Qualified
Accountant or actively pursuing qualification

·        
Three years
of managerial experience in financial accounting and/or human resource
management in NGO field

·        
Experience
in reporting to donors

·        
Excellent
knowledge of Navision accounting

·        
Excellent
organisational skills and methodological approach to financial management

·        
Ability
and confidence to enforce financial policies and procedures

·        
Experience
in developing financial and administrative systems

·        
Good
interpersonal and communication skill

·        
Excellent
computer skills

·        
Ability
to analyse problems and make strategic decisions

·        
Passion,
enthusiasm and interest in PLA’s mission, honest and trustworthy, willing to
engage and support non-financial activities

·        
Able to
travel to rural areas

Desirable

·        
Driving
License

·        
Knowledge
of management of information systems

·        
Understanding
of Human Rights issues particularly those related to Vulnerable marginalised
workers

·        
Experience
working in a youthful, multicultural environment

·        
Individual
must be results oriented, highly self motivated, have demonstrated analytical
skills and be comfortable with a rapidly changing environment.
