Job Summary:  The Monitoring & Evaluation Officer,
Grants mainly provides technical assistance in the development and
implementation of monitoring and evaluation systems for country office
programs/projects; develops capacity among affiliate partners in program
monitoring and evaluation management, and promotes networking with program
stakeholders..

Key Duties and Responsibilities: 

  • Establish and implement a comprehensive project MBE and knowledge
    management system to enhance impact monitoring quality control and
    evaluation in order to improve internal processes and results delivery
  • Support area programs projects in developing monitoring and data
    collection plans and methodologies, including appropriate tools, and
    oversee quality Implementation of M&E activities to meet ChildFund
    International standards, i.e. coordinating the development projects’
    Performance Monitoring Plan (PMP)
  • Support programs/projects in designing and conducting baseline
    surveys, mid-term evaluations, specialized studies and final evaluations
    to include rigorous sampling methodologies, data collection instruments,
    analysis and report development.
  • Provide support for annual reviews and reflections with implementing
    staff and communities and analyze data trends towards objectives
    achievement.
  • Support development of programs project management information
    system (MIS), harnessing new information technology for the compilation,
    analysis, storage, and retrieval of data and knowledge for programs
    development; provide technical assistance to implementation teams to
    ensure data quality and integrity.
  • Develop and document M&E framework identified at strategy
    development stage into an M&E system, with all sub-systems (planning,
    monitoring and evaluation) and well defined performance indicators.
  • Ensure program designs ensure rigorous logic between activities,
    outputs, results and indicators, i.e. to ensure that all programs/projects
    are based on logical and sound log frames.
  • Assist in the preparation of project-related documents and on-demand
    reports within set deadline. Implement project monitoring mechanisms that
    comply with grants and project agreements
  • Remain alert and responsive to any child safeguarding risks, acquire
    relevant knowledge and skills which will enable you to promote strong
    safeguarding practices, understand the child safeguarding policy and
    procedures, and conduct yourself in a manner consistent with the Child
    Safeguarding Policy Other duties as assigned by the supervisor

Qualifications, Skills and Experience:

  • The ideal candidate for the ChildFund Monitoring & Evaluation
    Officer, Grants job placement should preferably hold a Postgraduate
    training in M&E 
  • Three years of demonstrated experience in planning, monitoring and
    evaluation in development organizations, working in child-centered
    programs design and implementation experience including working with
    community-based organizations and managing field staff.
  • Computer proficiency in general office software applications (i.e.
    Word, Access, Excel, and Outlook including practical knowledge of
    statistical and data management packages/applications such as SPSS, STATA
    and ODK data collection platform
  • Experience in sponsorship organization highly desirable.
  • Experience in strategic planning approaches – including, needs
    assessment and programs design, logical framework development, selecting
    indicators, implementing monitoring plans, co-ordinating evaluations and
    data analysis.
  • Experience in M&E methods and approximates (including
    quantitative, qualitative and participatory work with qualification with
    relevant work experience in lieu of the qualification.
