Job Summary: The Finance & Operations Assistant will be
responsible for implementing consistent processes and procedures in accordance
with Generally Accepted Accounting Principles (GAAP), USAID requirements, and
SNV policies, procedures, and requirements related to budgeting, accounting,
and operational functions, including field expense reporting, accounts payable,
wire transfer requests, bank account reconciliation, internal controls, and
quality financial reporting. The Finance & Operations Assistant will
support the USAID-funded Uganda Health Activity (USHA) Project
Key Duties and Responsibilities:
- Working closely with both regional and Kampala-based USHA/SNV
offices, ensure that all financial transactions are completed in a timely
matter according to donor and SNV requirements – including planning,
requesting, tracking, and following up/making corrective actions on
payments, invoices, and settlements with suppliers/vendors and others as
required. - Review financial transactions and supporting documents recorded in
the system (all project-related expenses, including payroll and VAT
taxes), review liquidity levels of the project, and prepare monthly
financial reports conforming to the agreed reporting procedures and due
dates as agreed between the donor and SNV. - Organize, document and archive relevant financial documentation in
SNV’s system ensuring that files are complete, up-to-date, easily
accessible, and conform to SNV’s administrative and filing procedures. - Assist the SNV Finance Unit and SNV/USHA’s Project Manager in
preparing donor budgets and revisions compliant with required procedures
and guidelines, as well as internal monthly spending projections. - Assist in the preparation and implementation of procurement plans
and management of contracts with suppliers/vendors in collaboration with
the procurement unit. - Support internal project financial monitoring and audits ensuring
the quality of related deliverables. - Contribute to implementation of changes and/or improvements to the
project’s financial and operational processes and procedures, including
administrative support to the Project Manager and the SNV team to ensure
timely implementation of project activities. - Other duties and responsibilities as required.
Qualifications, Skills and Experience:
- The applicant for the Finance & Operations Assistant USAID
Project job must hold a Bachelor’s degree in finance or related field
and/or professional accounting qualifications. - At least five years relevant working experience in financial
accounting, preferably with an international organization and familiarity
with USAID rules and regulations. - Demonstrated work experience and knowledge of accounting,
bookkeeping, and financial reporting. - Excellent communication and organization skills, including
prioritizing to meet deadlines. - Ability to problem solve and work with minimal supervision,
including identifying and analysing financial risks and taking proactive
actions. - Experience with SAP by Design though not mandatory will be an
advantage. - Advanced knowledge and experience in the usage of computer
spreadsheets, databases, and accounting software packages (MS Word, Excel,
QuickBooks) and handling of web-based management systems. - Ability to work well with diverse teams from various backgrounds;
- Willingness to travel to the field as needed.
- Excellent interpersonal, communication, and facilitation skills.
- Fluency in English (written and oral) is required.
