Job Summary: The Entomologist will provide technical and
programme oversight and direction in the areas of integrated vector management
and will cover the 26 project supported districts. The post holder will also
provide technical inputs to the work on entomological surveillance including
the interpretation and use of data-informed decision-making. The Entomologist
will be a key member of the project technical team, providing technical
leadership and technical assistance in the development and implementation of
IVM activities and entomological surveillance in Kampala and the 3 Regional
offices in Gulu, Lira, and Moroto.
Key Duties and Responsibilities:
Technical
assistance and Programme Management (60%)
- Support District vector control officers to establish Vector control
units at district level and strengthen capacity of local authorities in
the proper and safe use of integrated vector control approaches - Improve District vector control units capability to carry out
surveys for the identification of vector species and their bionomics. - Support the Vector Control Units to develop entomological plans and
integrate these in the district work plans and strategic plans. - Conduct technical support supervision to the districts
- Contribute to the overall planning and development of the project
protocols in relation to entomological studies - Ensure proper quantification and ordering of logistics for
Integrated Vector Management (IVM) - Provide support to the Technical working group on IVM at national
level. - Provide guidance to the Project on Entomological surveillance and
priority interventions to be supported.
Technical oversight
(20%)
- Ensure technical oversight, strategic direction and appropriate
support for the implementation of programme activities in integrated
vector management at district levels - Provide technical leadership in developing implementation approaches
to improving demand for integrated vector management interventions
especially LLINs and where necessary larviciding. - Develop annual entomological surveillance work plan in line with
evidence and national policy and the use of the data for operational
decision-making - Provide technical support to the districts to interpret IVM
programmatic data and incorporate data from programme implementation into
programme work plans - Strengthen coordination with partners involved in IVM and
entomological surveillance at district and national level.
Monitoring and
Evaluation (20%)
- Improve systems, data collection tools and participate in developing
appropriate entomological surveillance design - Assist in sustaining and improving existing databases that monitor
achievements in IVM at district levels - Submit programme reports to the SURMA Programme director and
technical staff, of successes, challenges and lessons learned in
implementation related to areas of IVM and entomological surveillance - Document and maintain an inventory of successful tools and
approaches for IVM and entomological surveillance, including development
and submission of abstracts, papers and presentations to journals and
conferences in line with project collaboration, learning and adaptation
plan
Qualifications, Skills and Experience:
- The applicant for the Malaria Consortium Entomologist job
opportunity should hold a Bachelors of Science Degree in Zoology or
related field from a recognised University/Institution. - A Master’s degree in either Medical Entomology, Health Science or
another related field will be of added advantage - At least three years relevant
working experience in a reputable organisation at national or regional
level at a level of Entomological officer. - Ability to coach, mentor and develop technical capacity in district
programmes and technical staff in the areas of integrated vector
management and entomological surveillance - Demonstrated in-depth understanding of Uganda health system
- Desirable:
- Should have strong leadership, management, communication and
interpersonal skills. - Experience in writing programme reports particularly the public
health system, - Excellent understanding of integrated vector management for the
prevention of malaria and reduction of malaria transmission - Strong skills in medical entomology including entomological
surveillance for malaria vectors - Strong oral and written communication and presentations skills in
English - Strong skills in word processing and Excel spreadsheets
Desirable:
- Proven track record managing a project team composed of several
technical experts and fostering team work - Excellent attention to detail
- Self-motivated and able to work without direct technical supervision
- Excellent technical presentation skills
