Key Duties and Responsibilities: 

  • Support the Global WASH Technical Advisor and WASH Project Manager
    in the Sanitation & Fecal Sludge Management Assessment.
  • Provide support to the WASH Project Manager in planning,
    implementation, monitoring & reporting of Fecal Sludge Management
    activities.
  • Carry out continuous community awareness meetings and consultations
    during the project implementation period.
  • Conduct regular field visits to monitor the progress of WASH
    interventions in coordination with the WASH Project Manager and MEAL
    Manager team. 
  • Monitor the work of local Sanitation Entrepreneurs, bringing issues
    to the attention of the WASH Project Manager in a timely manner.
  • Collaborate and coordinate with Program and Operations staff to
    support the development of creative approaches to Fecal Sludge Management
    in the settlement.
  • Lead the mobilization of the community to promote good hygiene
    practices and safe sanitation, including monitoring latrine construction
    and use, the decommissioning of full latrines and ensuring the community
    understands and practices good fecal sludge management.
  • Develop a shared analysis of local issues, contacts and key players
    in WASH
  • Ensure protection and environmental issues are fully considered
    throughout the project cycle with women, elderly, most vulnerable being
    included in decision-making for all shelter and settlement issues.
  • Work in close collaboration with partner agency and the local
    authorities to ensure that participatory approaches are used throughout
    the project cycle management.

Qualifications, Skills and Experience:

  • The ideal candidate for the Catholic Relief Services (CRS) Field
    Officers Hygiene Promotion job should hold a Degree in relevant Public
    Health discipline from a recognized academic institution.
  • Appropriate relevant and comprehensive experience in the field of
    WASH, especially in emergency settings.
  • At least three years’ experience in Uganda refugee settlement is
    preferred.
  • Previous experience in Hygiene/Health Promotion with NGOs may
    substitute for the formal qualifications.
  • Proven ability & experience in planning and implementing WASH
    Programs (in emergency response / recovery and/or long-term development)
  • Proven understanding of good practices in fecal sludge management
    and hygiene promotion.
  • Proven experience of mentoring and capacity building of team /
    partners including training facilitation skills
  • Well-developed interpersonal and team skills and proven ability to
    be flexible in demanding situation
  • Assessment, analytical and planning skills
  • A capacity and desire to pass on skills and information, a confident
    communicator and willing to work in a collaborative and respectful way
    with target communities.
  • Knowledge of and commitment to humanitarian principles
  • Fluent English language (speaking and writing) and knowledge of the
    local language in Yumbe district, Arabic is preferred.
  • Excellent knowledge about importance of integrated approach in
    engineering, livelihood, shelter and protection) in emergency context.
  • Experience of working with local partners including local
    authorities’/settlement leadership
  • Proven experience integrating gender & diversity into program
  • Flexibility and ability to work under pressure and meeting deadlines
    in changing situations
  • Experience of working effectively within an international agency and
    willingness to be based in Yumbe. Preferred if candidate is from Yumbe
    District or the West Nile.
