focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.

Job Summary:    The Programme
Policy Officer (Team Leader) will manage the Isingiro office and offer
strategic and operational direction to the team. The job holder will plan and
manage the satelite office operations and programmes effectively and
efficiently in accordance with the WFP Country Office Strategic Plan and
country wide priorities.

Key Duties and Responsibilities: 

·        
Effectively
manage the satellite office to ensure the continued development of a cohesive
and high performing team;

·        
Plan and
manage WFP operations within the area of assignment to ensure effective and
efficient delivery of food assistance and that daily operational issues are
timely resolved to prevent losses or delays;

·        
Ensure
that allocated resources are utilised efficiently and are in line with the
agreed plans, and any deviations are reported to the Area Office;

·        
Hold
accountability for the security of WFP staff, operations, premises and assets
in the satellite office to ensure that WFP security and safety are locally set
and followed;

·        
Conduct
timely monitoring and evaluation of activities and prepare accurate and
comprehensive reports on WFP’s operations and performance with regular and
timely submission for Area Office review to inform efficient operational
planning and decision;

·        
Build
effective and collaborative relations with the local authorities and contribute
to the expertise sharing and capacity building for effective preparedness and
response to food assistance needs;

·        
Build
partnerships to improve assistance packages, develop and sustain liaison with
local governments authorities, international and local NGOs, UN agencies, civil
societies, persons of concern and other partners and media engaged in the field
of food security;

·        
Ensure
extensive and frequent WFP presence at all WFP supported activities;

·        
Perform
other related duties as required.

Qualifications, Skills and Experience:

·        
The
ideal candidate for the United Nations UN World Food Programme (WFP) Programme
Policy Officer (Team Leader) job placement should a Bachelor’s degree in any of
the following disciplines obtained from a recognised education institution:
Business Administration, Social Sciences, Development Studies or any other
related discipline;

·        
At least
six years working experience in leading a team of national staff;

·        
Proficiency
in both oral and written English

·        
Previous
experience in implementing technical programs (i.e. nutrition, etc.).

·        
Experience
in implementing programmes and providing input into designing operations.

·        
Has
provided input into policy discussions and decisions.

Competencies:

·        
Programme
Lifecycle & Food Assistance:
Demonstrates ability to identify key variables and contextual factors
that affect food assistance problems and programmes throughout the lifecycle to
inform quality programme design or re-design.

·        
Transfer
Modalities (Food, Cash, Voucher):
Demonstrates ability to analyse and consolidate quantitative and
qualitative information from different sources (e.g., market studies) to inform
transfer modality selection and programme development.

·        
Broad
Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.):
Demonstrates the ability to interpret basic
data in the context of WFP specialised fields to contribute to technical
programme design, implementation and monitoring.

·        
Emergency
Programming:
Displays capacity
to provide inputs into the development, implementation and realignment of high
quality emergency programmes.

·        
Strategic
Policy Engagement w/ Government:
Develops thorough recommendations using multiple inputs (e.g., government
counsel, research, own experience) to strengthen national or subnational
entities and government owned food and nutrition security programmes.
