About US:

The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.

Organizational Context:

The Uganda Operation
is embarking on an analysis of national legislative frameworks that address the
enjoyment of rights by populations of concern to UNHCR using the Legal Mapping
Tool. The Legal Mapping Tool is an electronic tool for data collection and the
analysis of the legal environment in a country. The purpose of the tool is to
map the existing legal environment in a country operation and how it affects
the ability of persons of concern to enjoy their rights. Mapping is intended to
enable the identification of areas where UNHCR will need to seek law and policy
changes in order to facilitate the enjoyment of rights and the take up of
solutions.  The mapping and analysis of
law, policy and practice should also inform the design of comprehensive
strategies that take advantage of structural opportunities and address any
obstacles to advancing protection and solutions. In addition, the information
compiled is intended to enable UNHCR staff – both in the field and at HQ – to
quickly obtain an accurate overview of the legal framework and protection
environment in a participating country.

Key Duties and Responsibilities: 

  • Use the UNHCR online legal mapping tool to collect information on
    the legal environment in Uganda and the impact thereof on access to rights
    of Persons of Concern;
  • Compile and analyse relevant domestic and international legal
    instruments with emphasis on the rights and obstacles that are preventing
    individuals from enjoying the rights;
  • Consult with Persons of Concern to ensure that their experiences and
    priorities are included in data collection and incorporated into the
    analysis;
  • Populate the UNHCR online tool for Uganda and provide feedback to
    UNHCR on the users experience and suggestions on how the tool can be
    improved, including issues related to reporting.

Key Deliverables:

  • Completed data entry – with relevant data collected and analysed –
    for all parts of the country section of the online legal mapping tool
    prototype, with an analysis report produced;
  • Feedback report to UNHCR (in written and oral form) on the user
    experience of the tool, suggestions for improvements, suggestions for
    reporting outputs, etc. 
  • A validation workshop at the end of the consultancy, with key
    stakeholders in the area of refugee protection.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Legal Consultant
    placement should hold a University degree in Law, International Law,
    political Sciences or related field. A master’s degree will be an
    advantage.
  • At least five years of relevant professional experience in Law,
    International Law, political Sciences or related field.
  • Excellent knowledge of English is essential.
  • Lateral thinker able to apply global guidance and policies in
    country settings;
  • Highly structured and organised;
  • Excellent analytical skills and ability to identify problems and
    propose solutions;
  • Efficient in meeting commitments, observing deadlines and achieving
    results;
  • Strong inter-personal skills;
  • Ability to build trust and develop and maintain effective work
    relationships with sensitivity and respect for diversity and inclusive
    participation;
  • Excellent communication skills, both oral and written;
  • Team Work/Communication/Self-Management

Desirable

  • Previous experience working on UNHCR projects will be an added
    advantage.
