Job Summary:   The Senior Finance Officer will support the
FCA Finance Manager in financial and administrative management of the FCA/UNHCR
Partnership project.
Key Duties and Responsibilities: 
  • Financial Management and Reporting of
    FCA/ UNHR partnership project
  • Assist in preparing and maintaining the
    project account in accordance with FCA Financial Policies and procedures
    and to ensure financial compliance, accuracy and completeness of data for
    its inclusion into statement of accounts and adjustment of budgets related
    to the FCA/UNHCR project;
  • Supports the Finance Manager in
    maintaining efficient financial control (of cash flows, local payment,
    etc.), accountability standards, procedures and records;
  • Support and assists the Area Managers
    and the project staff on all aspects of allowances, salary advances,
    travel claims and other financial matters, and calculate and authorize
    payments due for claims and services;
  • Prepares detailed cost estimates, and
    participates in budget analysis of UNHCR financed activities, as required;
  • Manages money transfers and bank
  • Assist in preparing monthly financial
    reports in line with the monthly reporting timetable;
  • To provide timely and appropriate
    financial information to the Finance Manager and budget holders;
  • Ensure compliance with government
    regulations in financial and other matters (taxation and approval from
    local authorities); and timely payment of taxes;
  • Assist the Finance Manager in
    coordination of internal and external audits;
  • Support the field offices in
    strengthening systems and operational functions in relation to general
    administration, ensure FCA Procurement Policies compliance in UGACO
  • Maintain hard and electronic files and
    update data base systems ensuring timely and appropriate recording,
    safekeeping and disposal of confidential information.
  • Conduct follow up on all project
    activities to ensure efficiency, timeliness and program quality.

Qualifications, Skills and Experience: 
  • The applicant for the Finn Church Aid
    (FCA) Senior Finance Officer job must hold a University degree or equivalent
    in accounting, finance, Business Administration or other closely related
  • At least four years of experience in a
    similar position.
  • Previous experience in UNHCR funded
    projects is an added advantage
  • Knowledge and experience in managing
  • Good communication and interpersonal
  • Knowledge of Quick books is an asset;
  • High integrity, self-driven and able to
    set own work schedule with rigorous deadlines;
  • Ability to initiate and complete
    assignments and to work under demanding circumstances with minimal
  • Strong organization, supervisory,
    problem-solving, interpersonal, communication as well as team building and
    negotiation skills
