About US:

Rural
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.

Job Summary: The
Senior Economic Analyst will support technical departments through input to the
planning of grid expansion and off grid projects; mid-term reviews and
evaluation of projects.

Key Duties and Responsibilities: 

  • Under Grid Expansion Projects (Support
    the ;1. preparation of projects according to public investment plan
    guidelines and prepare proposals for submission to development partners ;
    2.master planning process for service territories and continuously update
    service territory business plans on an annual basis; 3.preparation of
    Terms of Reference for Consultants undertaking baseline and feasibility
    studies and; manage baseline and feasibility study contracts assigned and;
    4.provide quality control to the database on average costs of
    construction, tariffs, consumption patterns of territories, average consultancy
    costs, average consultancy costs, average costs of alternative energy,
    energy losses)
  • Under Off grid Projects( Support the;
    1.preparation of feasibility studies, 2.development of proposals, 3.review
    of proposals, baseline studies and feasibility studies submitted by
    developers and 3.support the development of financial models for mini
    grids)
  • Under General Technical Operations(
    prepare annual reports on implementation progress of the Rural
    Electrification Strategy and Plan this includes; targets, investments etc
    for management, support mid-term reviews and evaluation of projects,
    programmes and strategic documents, support the preparation of regional
    and national planning documents as assigned and report on the outcomes,
    represent the Agency at sector or inter sector working groups or meetings
    as assigned and prepare documentation on the outcomes, report on relevant
    activities/experiences of other countries that could provide lessons for
    the rural electrification programme in Uganda)
  • Oversee the outputs of the Financial and
    Economic Analyst and; the Assistant Financial and Economic Analyst.

Qualifications, Skills and Experience: 

  • The applicant for the Rural
    Electrification Agency (REA) Senior Economic Analyst job must hold a
    Bachelor’s degree in Economics from a recognized University.
  • Masters in Economics, Finance or any
    other closely related discipline would be an added advantage.
  • At least seven years of working
    experience in energy in either multilateral or bilateral donor’s
    institution, government institution or energy utility.
  • Knowledge of the history of the energy
    sector in Uganda.
  • Experience with energy planning and
    financing especially in energy demand forecasting and financial
    feasibility assessment of energy sector projects.
  • Experience in monitoring and evaluation
    of infrastructure projects
  • Experience in the development of
    regional and national strategic documents.
  • Experience in interfacing effectively
    and collaboratively with different Government Institutions, Development
    Partners and the Private Sector.
  • Excellent analytical capacity, oral and
    written communication skills in English
  • Proficient in business software
    applications, including MS-Word, Excel, and PowerPoint.
  • Open and collaborative attitude, service
    orientation and the ability to work in a team.
  • Willingness to continuously learn
  • Willingness to work long hours and
    flexibility to travel for upcountry assignments.
  • Ability to work with minimal supervision
  • Ability to think strategically and
    deliver output within tight deadlines.
