About ESC:

The Education
Service Commission (ESC) is established by article 167 91) of the 1995
Constitution of the Republic of Uganda and article 168 (1) sets out its
functions, authority and autonomy in implementing its mandate. The vision of
Education Service Commission is to see “quality education delivered by
efficient and effective education service personnel.”

Key Duties and Responsibilities: 

  • Participate in the formulation of appropriate policies, plans and
    guidelines in Special Needs Education;
  • Provide technical support and guidance on the implementation of
    policies, plans and guidelines on provision of Special Needs Education in
    special schools and institutions;
  • Participate in the development and dissemination of
    teacher/instructor and learners for Special Needs Education;
  • Liaise with relevant departments, agencies, organisations of and for
    persons with disabilities and other stakeholders on the development and
    promotion of Special Needs Education training in the country;
  • Participate in the preparation of reports of special schools,
    programs and training at the local government and national levels;
  • Perform any other duties assigned by the supervisor.

Qualifications, Skills and Experience: 

  • The applicant must hold an Honors Bachelor’s Degree in Special Needs
    Education or Honors Bachelor’s degree in Education plus a Post Graduate
    Diploma in Special Needs Education from a recognized university/training
    institution. Registered with the Ministry of Education and Sports.
  • Below 50 Years.

invited from suitably qualified persons from within the Education Service to
fill posts that have fallen vacant in the Ministry of Education and Sports
Headquarters.

Applications should
be submitted in triplicate on Education Service Commission form 3 (1998) to the
Secretary, Education Service Commission, P.O.BOX 7196, Kampala

Applications should
bear the title of the post as well as the reference number specified against
the vacancy.

Applicants should
attach photocopies of Academic Certificates and Transcripts plus three recent
passports size photograph Serving Officers should attach appointment and
confirmation letters and recent pay slips. Qualifications from only recognized
institutions will be considered.

Serving officers
MUST route their applications through their Heads of Institutions/Departments,
who should be advised of the closing date to avoid delays. Applications that
are not properly routed will not be considered.
