Job Summary:  The Monitoring, Evaluation and Learning (MEAL)
Assistant will support a newly initiated project in West Nile that aims to
invigorate, further develop and manage disaster preparedness and response
activities to reduce the impact of sudden epidemics, refugee influx or natural
disasters and secure a quick and efficient local first response. The project
will support first responders such as Local and District Disaster Management
Committees, local NGOs and other local resources in Arua and Lamwo. He/ She
will support planning, monitoring, documentation, data collection and
management, learning systems and reporting for the project in both Arua and
Lamwo according to DCA and donor guidelines. Data management shall include:
including data entry and validation, extraction, reformat/ transform, analysis,
and loading of the data into the different DCA software systems. The person
shall train and build capacity of local partners in MEAL standard operating
procedures according to DCA and donor requirements. The position reports to the
MEAL Officer.

Key Duties and Responsibilities: 

  • As part of a project focusing on
    disaster preparedness, the MEAL Assistant will, under the supervision  of the Project Manager and with guidance
    from the MEAL Officer;
  • Establish DCA MEAL systems and SOPs in
    Arua Office including but not limited to planning, monitoring,
    documentation, learning systems and reporting for the project in Arua and
    Lamwo, in West Nile.
  • Build the capacity of DCA staff and
    partners to strengthen their monitoring, evaluation, accountability and
    learning systems and approaches.
  • Coordinate with Implementing Partner
    organisations through well-established data sharing channels to have
    timely and updated data.
  • Train and orient partners on the type
    and quality of data to be collected and ensure appropriate tools are in
    place to facilitate the process.
  • Support the DCA team to meet the
    requirements of the Annual Country Report, and other donor reports.
  • Assist staff to contribute to and meet
    the needs of the monitoring framework;
  • Assist DCA Team to maintain and follow
    an updated Accountability Framework and Complaints Handling Mechanism,
    consistent with DCA Uganda Office complaints handling policy
  • Support continued learning to improve
    monitoring of DCA projects, ensuring that lessons learnt are built into
    project design and delivery.

Qualifications, Skills and Experience: 

  • The ideal candidate for the DanChurchAid
    (DCA) Monitoring, Evaluation and Learning (MEAL) Assistant job placement
    must hold a Bachelor’s degree in sciences field, A post graduate
    qualification in Monitoring and Evaluation will be added advantage
  • Three years of field experience in
    Program Design and Development, Monitoring and Evaluation, and Capacity
    Building.
  • Proven ability in the use of
    quantitative and qualitative data collection and analytical techniques.
  • Computer proficiency in word processing,
    Power Point, database, spreadsheet, Excel and graphics presentations,
    including one or more of the following programs: Access Epi Info, SPSS,
    Magpi, and other internet applications.
  • Preferred knowledge of Mobile Monitoring
    Technologies (MMT) and ICT4D tools.
  • Understands international standards in
    humanitarian protection and accountability (e.g. CHS, SPHERE, Red
    Cross/Crescent Code of Conduct, etc).
  • Excellent interpersonal skills,
    including patience, willingness to listen and respect for colleagues.
  • Must be capable of working both
    individually and as part of a team.
  • Experience of working in Humanitarian
    sector will be added advantage
  • Must know how to ride a motorcycle with
    a valid permit
