Job Title:  Human Resource Officer

About US:

The Electricity
Regulatory Authority (ERA) is a Statutory Body established in accordance with
the Electricity Act, 1999, Chapter 145 of the Laws of Uganda. The Act empowers
ERA to regulate the Generation, Transmission, Sale, Export, Import and
Distribution of Electrical Energy in Uganda.

Job Summary:   The Human Resource Officer will advise ERA on
Human Resources Strategies and Policies and ensure that the Human Resource
Function provides the support required to implement them.

Key Duties and Responsibilities: 

  • Develop, review and implement HR Policies and Procedures.
  • Carry out Skills Audit, recommend appropriate Staff Development
    Plans and prepare write-ups for Staff facilitation while travelling for
    duty or training.
  • Review Policies and Procedures and participate in the recruitment
    process and staffing.         
  • Monitor the performance of staff.
  • Attend to staff workplace requirements & welfare within the
    approved frameworks.
  • Supervise Administrative staff as may be assigned.
  • Supervise and periodically report on outsourced services.
  • Update the Human Resource Information in the HRIS and generate
    reports as may be required.
  • Ensure Staff files are kept up-to-date.
  • Any other duties as may be reasonably assigned by your supervisor or
    Management.

Qualifications, Skills and Experience: 

  • The ideal candidate for the Electricity Regulatory Authority (ERA)
    Human Resource Officer job must hold an Honors Degree in Public
    Administration and Management, Human Resource Management, Industrial and
    Organizational Psychology, Management, Social Work and Social Administration
    or any other related discipline.
  • Post Graduate Diploma in Human Resource Management is a must.
  • A minimum of five years of relevant working experience in a
    reputable organization.
  • Age: Between 28-40
    years.
