Job Summary:  The Cash and Markets Assistant (CMA) will provide
technical advice, guidance and support to the successful design and
implementation of a capacity building project for first responders to be able
to do cash based-interventions in refugee settlements in Arua and Lamwo. The
CMA will support established structures and other first responders to ensure
that cash and markets interventions are planned and included in the disaster
response programming. The activities will among others include training and
building capacity of local partners to effectively implement cash and markets
activities, technical back-stopping, cash for work implemented activities,
guiding on innovative cash modality transfers, market assessments training,
post distribution monitoring and market price monitoring guidance as well as
complaints and feedback handling mechanisms set up. The CMA refers to the SCMO
and there will be some traveling as the project is split between Arua and
Lamwo. The CMA has no supervisory obligation.

Key Duties and Responsibilities: 

  • Under the guidance of the SCMO, the CMA
    shall assist in providing oversight of all technical aspects of cash and
    markets programming in the DCA areas of operation in line with DCA and
    donor set guidelines and standards.
  • Actively contribute to the training and
    developing of the capacity of first responders incl. local partners and
    districts officials to ensure effective implementation of cash and market
    interventions should a disaster occur.
  • Empower first responders incl. local
    partners districts officials to be able to monitor and systematically
    track market developments, incl. markets complaints, that are responded to
    with timely and effective feedback.
  • Train and develop the capacity of first
    responders incl. local partners districts officials so they can
    participate in post distribution monitoring (PDM) in the zones/areas of
    operation.
  • If cash transfers are carried, ensure
    that all cash transfer activities are implemented in accordance with the quality
    standard and agreed implementation plan. 
  • If cash transfers are carried out,
    closely monitor the implementation and if needed take corrective action to
    make sure that the cash reaches the targeted population.
  • With guidance from SCMO, ensure quality
    of project outputs through regular supervision and monitoring exercise to
    the project locations and provide timely and high quality project progress
    reports.
  • Develop effective relationships,
    communication and coordination with partners and other stakeholders
    through close interaction and consultations.
  • Contribute to the development of funding
    proposals to ensure availability of adequate financial resources for
    activities beyond the current project.

Qualifications, Skills and Experience: 

  • The ideal candidate for the DanChurchAid
    (DCA) Cash and Markets Assistant job placement must hold a Bachelor’s
    degree in business, economics or other relevant field, CaLP training level
    2 would be an advantage.
  • Three years of work experience in cash
    and markets-based programming including e-voucher and mobile cash, CfW and
    market assessments.
  • Experience in supporting and
    facilitating capacity building, preferable in cash and including local
    NGOs and CBOs.
  • Demonstrated experience implementing
    high quality needs assessments, market assessment and analysis (including
    familiarity with tools such as the Rapid Assessment of Markets (RAM),
    Emergency Market Mapping and Analysis (EMMA), Market Assessment Guidance
    (MAG) and/or similar tools etc.) and responsible analysis.
  • Demonstrated application of technical
    principles and concepts and experience in humanitarian cash programming
    across different sectors, incl. digital financial solutions, working with
    mobile network operators
  • Excellent interpersonal skills,
    including patience, willingness to listen and respect for colleagues.
  • Must be capable of working both individually
    and as part of a team.
