About USAID RHITES-N Project:

USAID-RHITES-N,
Lango will improve the use of integrated health services in Northern Uganda’s
Lango region and strengthen the health system to sustain gains made by earlier
projects. USAID-RHITES-N, Lango will contribute to improving key
population-based national health indicators; build the capacity of the Ugandan
government to carry out a sustainable and locally-driven response to the HIV
epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH
outcomes. JSI will work with Ugandan stakeholders to design and implement
health system strengthening strategies to scale up high-impact, evidence-based
interventions at the national, sub-regional, district, and community levels.
Interventions will include VMMC, virtual elimination of mother-to-child
transmission of HIV, antiretroviral therapy, and condom education and
distribution. JSI will focus where the greatest impact can be realized, with a
priority on hard-to-reach and high-HIV-prevalence locations.

Key Duties and Responsibilities: 

  • Work with the health care workers at the project supported
    facilities to support scale up of HIV services (assessment, accreditation
    and build the capacity of health facilities to provide HIV, TB and
    RMNCH/FP, Malaria, Nutrition, WASH services). The officer will provide
    technical support to other facility health care workers, including but not
    limited to Clinical Officers, Nurses / midwives and Counsellors
  • Support health workers to improve the quality of care provided and
    work with facility leadership to ensure facilities are equipped to provide
    quality services.
  • Support the facilities to develop and maintain functional quality
    improvement activities to address key facility gaps aimed at improving
    service delivery and clinical outcomes, including Ql projects, CQI team
    meetings and activities.
  • Provide technical assistance in the comprehensive clinical care to
    patients, diagnosing, treating and managing patients In liaison with the
    District Project Coordinator, support facilities to conduct weekly clinic/
    facility meetings and use data to guide interventions and project
    technical support Support facilities to provide information to clients
    aimed at reducing vulnerability to AIDS and other HIV related diseases
    through health education.
  • Participate in training of other health workers through regular CMES
    mentorships and in-service trainings, and case presentations and other
    educational activities
  • at the clinic, which develop and maintain competence and performance
  • Participate in ensuring use of materials related to patient care and
    treatment, including clinical guidelines, protocols, algorithms, drug
    formulas, training materials, and monitoring and evaluation tools improve
    adherence support systems
  • Participate in improving referral systems and community linkages
    through collaboration with the Project community Linkages and Referrals
    Officer
  • Provide mentorship to health care workers in the delivery of quality
    health care to patients.
  • Participate in district and program meetings, and any other meetings
    on request.
  • Provide feedback to the DPC on key facility gaps, challenges and
    achievements for targeted program interventions.
  • Perform any other duties assigned by the supervisor

Qualifications, Skills and Experience:

  • The applicant for the USAID RHITES-N District Technical Officer job
    placement should hold a Bachelor’s degree in Medicine or a Bachelor’s
    degree of Science degree in Nursing or a Diploma in Clinical Medicine or
    Nursing from any recognized institution. Any added qualifications will be
    an added advantage.
  • At least two years’ work experience gained through serving within a
    health facility
  • Previous experience in an HIV/AIDS, TB and RMNCH related fields will
    be an added advantage Knowledge of facility data management systems
    including DHIS2 primary reporting tools and Uganda EMR will be an added
    advantage Possession of a valid registration certificate from the
    supervisory Government Institution (Uganda Medical & Dental
    practitioners Council Possession, Allied Health Professional Council
  • Excellent communication or interpersonal skills is a must.
  • Ability and willingness to reside in and work within the supported
    district.
  • Excellent written and oral communication and interpersonal skills
  • Proficiency with Microsoft Office products (Word, Excel, Outlook,
    Power-point)
