About RSCE:

The Regional Service
Centre Steering Committee is the decision-making body for RSCE, in compliance
with General Assembly resolutions, United Nations Secretariat rules and
regulations, strategic guidance from United Nations Headquarters and oversight
bodies. The Steering Committee consults with the Global Field Support Strategy
Implementation Coordination Team, as required.

The Regional Service
Centre, as approved by the Member States, is owned, managed and staffed by the
regional missions it serves. This framework reinforces the existing missions’
chain of command structures and lines of authority in a manner that does not
create an additional layer between Headquarters and the regional missions. It
also ensures that staffing for RSC.

Key Duties and Responsibilities:  Within delegated authority, the Associate
Information Management Officer will carry out the following duties

  • Prepare monthly and quarterly Key Performance Indicators and
    effective analytical management reports from multiple sources within
    preset deadlines.
  • Extract data from various information systems (including Field
    Support Suite (FSS) Business Objects/ FSS-BO DataMart, RSCE Workflow
    Tracking System, Siebel CRM (INeed), Umoja, import into SQL data warehouse
    through ETL, analyze and transform through programming in SQL and Power
    Query. Create reports with charts, visualizations, graphs or tables in
    Power
  • Analyze reports to ensure accuracy and integrity for decision
    making.
  • Maintain and preserve integrity of raw data extracted from different
    systems in data warehouse as required to support data governance and
    audits.
  • Create and run recurring and ad-hoc reports for various levels of
    management.
  • Facilitate annual reporting in compliance with the Results Based
    Budgeting (RBB) Framework.
  • Research data tables in Umoja and FSS to identify transaction
    processing data required to measure KPIs.
  • Play a leading role in the optimization and automation of reports,
    as well as related process Improvement and cost reduction projects.
  • Gather and document business requirements for KPIs as well as
    systems requirements for new or improved features in reporting systems.
  • Create and maintain detailed methodologies of all ASCE monthly and
    quarterly KPIs including data source, composition, calculations and
    measurement criteria.
  • Produce reference catalog of all reports with definitions and data
    source used for Scalability, Performance and Management reporting.
  • Support Process Improvement/ re-engineering projects with depiction
    of processes and workflows, identification of efficiency opportunities and
    facilitate implementation with RSCE Service Lines.
  • Complete other special projects as assigned. Support end-users with
    service management tools (INeed, RSCE Workflow Tracking System and Power
    BI) Provide raw data to service lines for operational management.
  • Support end-users in data manipulation tasks and reporting, which may
    include developing customized application and dashboards to meet the
    requirement at hand.
  • Provide training in SAP Business Objects, service management tools
    such as iNeed and RSCE Workflow Tracking System, Microsoft Power BI and
    Project Server.
  • Provide other technical support as may be required from time to
    time.
  • Performs other duties as required.

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations Regional Service Centre
    Entebbe (RSCE Associate Information Management Officer job placement
    should hold an advanced University Degree (Master’s degree or equivalent)
    preferably in the field of Information Systems, Business Administration,
    or related technology field.
  • A first-level university degree in combination with an additional
    two (2) years of qualifying experience may be accepted in lieu of the
    advanced university degree.
  • Additional professional qualification in information management,
    information systems, programming or data analysis and management is desirable.
  • For holders of an Advanced University Degree (Master’s degree or
    equivalent), at least two (2) years of progressively responsible
    experience in data analysis or systems analysis is required.
  • A minimum of four (4) years progressively relevant professional
    experience in case of a first level university degree.
  • Experience in advanced Microsoft Excel, Word, PowerPoint and Visio
    is required.
  • Experience in analysis and transformation of large volumes of data
    from multiple sources into concise reports is required.
  • Experience in systems analysis, Power BI visualization, and
    programming in SQL and Dax is required.
  • Experience in SAP Business Objects is desirable.

Languages

  • English and French are the working languages of the United Nations
    Secretariat.
  • Fluency in English is required;
  • Knowledge of French is desirable.
  • Knowledge of another official United Nations language is an
    advantage.
