About US:
Mt. Elgon
Labour-Based Training Centre (MELTC) is a Project under the Ministry of Works
and Transport. MELTC is the National Training Centre for the application of
Labour- Based Technology (LBT) in the rehabilitation and maintenance of
National, District, Urban and Community Access Roads. The Training Centre is
located 20 Kms from Mbale Town along the Mbale – Budadiri road; adjacent to
Uganda Technical College-Elgon. The training conducted at MELTC is both
classroom and field based.
Key Duties and Responsibilities:
- Carry-out Training Needs Assessment
(TNA) on mainstreaming Cross Cutting Issues (CCIs) - Conduct classroom and field training on
mainstreaming CCIs - Prepare and implement training programs
on mainstreaming CCIs - Provide outreach support on
mainstreaming CCIs in Local Governments and by contractors - Assist DLG staff during the preparation
and implementation of trial contracts - Ensure proper administration of the
trial contracts in line with the CCIs guidelines - Evaluate trainee performance in the area
of mainstreaming CCIs in their work - Review training curriculum as may be
necessitated by training needs and demands - Networking with ELU, EOC, MoGLSD, NEMA,
MDAs and other stakeholders
Qualifications, Skills and Experience:
- The applicant should preferably hold a Bachelor’s
degree in Social Works and Social Administration or related field - Five years of experience in the
roads/works sub sector is strongly desired - Ability to work in a multidisciplinary
and multicultural environment - Strong interpersonal skills, including
team management and understanding others - Ability for conceptual and analytical
thinking (to perform action research and theory-driven enquiry) - Ability to work independently &
proactively - Good working knowledge of Microsoft
Office (Word, Excel, PowerPoint etc)
