serves as an urban community hospital that provides modern medical care. Mengo
Hospital provides comprehensive care including radiology, obstetrics,
dentistry, orthopedics, and surgery. Additionally, Mengo Hospital provides
critical training and education to health professionals through its various
programs in midwifery and nursing, health sciences, and laboratory technology.
Mengo Hospital also has a dedicated research and development team that works to
find new solutions to health issues in Uganda.
Job Summary: The Procurement Officer will support the
Procurement Manager in ensuring and implementing efficient, effective and
timely procurement and logistical support to Mengo Hospital operations in the
core business of procurement of drugs/pharmaceuticals and medical supplies,
while complying with the relevant policies and procedures. Key roles for holder
will be timely, efficient, and effective procurement and disposal system for
drugs/pharmaceuticals and medical supplies. The job holder will also provide
technical support to managers, staff, relevant committees such as the hospital
tender committee on all procurement and disposal matters for
drugs/pharmaceuticals and medical supplies.
Key Duties and Responsibilities:
- Procurement Planning: Receive and consolidate the Hospital
Drugs/Pharmaceuticals, and Medical supplies Procurement requirements as
assigned by the Procurement Manager - Maintain a database of all the pre-qualified service and product
suppliers for Drugs/Pharmaceuticals, and Medical supplies. - Analyzing Projected needs including drugs/pharmaceuticals stock
movement monitoring. - In consultation with the Stores, User Units and the Pharmaceuticals’
department, conduct needs analysis including quantification of Drug
requirements, - Responsible for liaison between Mengo Hospital and NDA requirements,
regulations and guidelines for the Procurement of Drugs/Pharmaceuticals
and Medical supplies - Participate in Evaluation of bids/quotations for the supply of
Drugs, Pharmaceutical and Medical Supplies - In liaison with the Procurement Manager, identify both local and
foreign sources of supply for Drug/ Pharmaceuticals and Medical supplies. - Guiding the evaluation of bids/quotations for the provision of
Drugs/Medical supplies according to the Hospital set policy and
procedures. - Ensure quality, value for money for all the procured and disposed
items. - Negotiate with key Suppliers/Service Providers, as directed by
Procurement Manager - Supervise and mentor the Procurement Assistants for capacity
development.
Qualifications, Skills and Experience:
- The applicant must hold Bachelor’s degree in Procurement and
Logistics, Supply chain, Business Administration (Procurement), or any
other related field - Must be partially or fully registered with CIPS, or IPPU, etc
- A minimum of three (3) years’ experience in similar role in a busy
setting within health industry preferable a hospital. - Be familiar with the best practice procurement principles,
commercial terms, processes and applications. - Ability to multi-task and meet deadlines required
- Detail oriented and highly analytical person with ability to work in
team and also independently. - Demonstrable ability to be organized, proactive, committed and
service minded - Ability to prioritize workload, use initiative and work
independently - Computer literate, with good communication and interpersonal
relations skills - Exhibit Ethical conduct and Integrity of person and actions
