About USAID LARA Program:

RTI International is
implementing the United States Agency for International Development (USAID)
funded Literacy Achievement and Retention Activity under Cooperative Agreement
# AID-617A-15-00009. The 5-year USAID/Uganda Literacy Achievement and Retention
Activity is expanding the Ministry of Education and Sports (MoES) early grade
reading ‘ program and supporting the implementation of the National Strategic
Plan on Violence against Children in Schools (VACiS) 2015-2020. It seeks to
reinforce the implementation of the MoES 2014 Reporting, Tracking, Referral,
and Response (RTRR) Guidelines in the 28 implementation districts. The project
seeks to fill positions in 10 districts across Uganda including Bukomansimbi,
Mukono, Rakai, Mityana, Sembabule, Gomba, Gulu, Lira, Omoro and Oyam.

Job Summary:  The Monitoring and Evaluation Officer will
support and participate in the development and implementation of the monitoring
and evaluation plan and facilitate the transfer of knowledge at the project,
MoES, district and school level to ensure smooth flow of information in support
of implementation of the project activities. The position supports program
monitoring, assessments and evaluations, and builds capacity and support for
Monitoring and Evaluation activities and systems. This position will support
the creation of education program synergies and collaboration. This position supervises
the M&E Assistant.

Key Duties and Responsibilities: 

  • Support the periodic update of the project monitoring and evaluation
    plan including reviewing the learning agenda, refining indicators and
    updating the indicator reference sheets, setting targets for all
    indicators as well as planning of all data collection and analysis
    activities.
  • Contribute to the development and implementation of M&E data
    collection tools and methods to improve project’s ability to collect,
    interpret and collate data that track progress toward project results.
  • Enter performance data into the USAID performance reporting system
    and training data into TraiNet
  • Participate in the compilation and timely submission of all required
    project reports, including analysis of data for indicator calculation,
    development of quarterly and annual indicator dashboards, summary of
    learning agenda findings and ensuring that findings from all monitoring,
    assessment and survey activities are fed back into the project and
    disseminated to stakeholders and partners for continuous program
    adjustments.
  • Respond to requests for monitoring, evaluation and learning related
    data, including rapid turn-around briefs and performance dash-boards, etc.
  • Participate in designing and implementation of evaluations, surveys
    and action research initiatives. This includes supporting the development
    of research protocols and ensuring there ethical approval, development of
    instruments, training of research assistants, and supporting data
    collection, data analysis and reporting writing.
  • Assess the quality of performance data for all performance
    indicators through designing and implementing data quality assessment
    (DQA) tools, analyzing the DQA data, writing DQA reports and presenting
    results to staff, partners and other stakeholders
  • Guide, mentor and coach project staff and sub-grantees to build
    their capacity in M&E throughout implementation.
  • Supervise the M&E staff under your management, support their
    continuous professional development and undertake their performance reviews
    and assessments.

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s Degree in Statistics,
    Quantitative Economics, Population Studies
  • Six years of experience preferably acquired from an international
    organization preferably USAID.
  • Proven experience in Monitoring and Evaluation particularly in data
    management.
  • Familiarity with different modern databases and information systems.
  • Proficient programing skills in one or more statistical software
    packages an added advantage.
  • Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
  • Ability to multi-task.
  • Ability to work well with others.
  • Ability to listen and communicate well both verbally and in writing.
  • Ability to work independently.
  • Attention to detail and accuracy.
  • Ability to obtain proper security clearances as noted by contracts.
