Joint Clinical
Research Centre (JCRC) is a National Ugandan Organization that was established
in 1991 as a Medical Institution and HIV/AIDS Centre of Excellence specializing
in Medical Research, Health Care and Training.
Job Summary: The Manager Human Resource and Development
will be a member of the management team and will be responsible for among
others; job design, recruitment, managing employee relations, performance
management, training & development as well as talent management.
Key Duties and Responsibilities:
- Recruits, interviews, tests, and selects suitable employees to fill
vacant positions. - Develop and implement HR strategies and initiatives aligned with the
overall JCRC Strategic plan. - Develop and monitor overall HR strategies, systems, tactics and
procedures across the organization. - Nurture a positive working environment.
- Oversee and manage staff performance appraisals.
- Assess and manage staff training needs.
- Ensure legal compliance throughout human resource management.
- Bridge management and employee relations by addressing demands,
grievances or other issues. - Advise management on wages and salaries.
- Develops and maintains a human resources system that meets top
management information needs. - Oversees the analysis, maintenance, and communication of records
required of employees by law or local governing bodies, or other
departments in the organization. - Administer performance review program to ensure effectiveness,
compliance, and equity within organization. Administers salary
administration program to ensure compliance and equity within
organization. - Manage employee benefit schemes in compliance with employee labour
laws.
Qualifications, Skills and Experience:
- The ideal candidate for the Joint Clinical Research Centre (JCRC)
Manager Human Resource and Development job must hold a Masters &
Bachelors in humanities such as Human Resource Management, Business
Administration among others from a recognized institution. - A post graduate diploma in Human Resources Management from a
reputable institution is a must. - Experience working as a Manager Human Resources and Development in
a reputable organization. - Knowledge of ICT based HR systems and applications.
- Experience working with donor funded organizations.
- Excellent communication skills.
- People oriented and results driven.
- Ability to architect strategy along with leadership skills.
- Excellent active listening, negotiation and presentation skills.
- Competence to build and effectively manage interpersonal
relationships at all levels of the company. - In-depth knowledge of labor law and HR best practices.
- Membership of a professional Human Resource body will be an added
advantage.
