Job Summary:  The HR Officer – Learning & Development
will provide support in the execution of the Learning and Development Function
activities and overall coordination of the objectives as indicated in the Learning
and Development Policy.
Key Duties and Responsibilities: 
  • Plan, Organize and coordinate the implementation of  training within the company.
  • Conduct the Training Needs Assessments for staff in liaison with the
    Heads of divisions and as identified in their Performance agreements (IPF)
    for all employees
  • Support the drive to have all employees upload online PDPs in a
    timely manner and monitor compliance levels in relation to PDP   gaps closure
  • Generate reports and records on the training  activities carried out, staff that have
    attended training, training    
    evaluation, MTN i-Learn usage reports etc. as well as maintaining
    and     updating them from time to
  • Provide input on training activities for the monthly reports e.g. HR
    activity reports, CEO reports, Group reports and board pack reports
  • Coordinate and Organize timely staff induction programs
  • Generate and     maintain a
    database on training opportunities available both locally and     externally and advise Managers
  • Conduct training evaluations using the level 1-4 model for each
    training conducted and provide reports to the Manager-Learning &
  • Take ownership and management of training costs
  • Monitor the utilization of the division training budgets and provide
    status reports to Heads of Divisions periodically
  • Track and report on new employee 30.60.90 boarding activities and
    ensure they are conducted for each new employee as well as the Internal
    movements onboarding replica
  • Take ownership, coordination and implementation of the     MTN Uganda internship program
  • Drive the uptake, optimal utilization of the MTN i-Learn learning
    platform and all MTN Academy resources in order to augment the learning
    organization strategy in MTN Uganda
  • Process Learning & Development related invoices in IFS/Oracle
    Cloud systems and follow up with procurement for LPOs and Finance-Payables
    for timely supplier payments
  • Ensure proper custody of Learning & Development equipment,
    maintenance control of the Learning facilities
  • Provide first line MTN i-Learn support for employees for all their
    access and usage inquiries.
  • Support the Manager-Learning & Development in following-up and
    ensuring implementation of MTN Group HR programs like the LEAP, REACH,
    Crucial conversations and any other Strategic initiatives etc.
  • Carryout any other Learning and Development duties as prescribed
    from time to time by the Training & Development Manager

Qualifications, Skills and Experience:
  • The ideal candidate for the MTN Uganda HR Officer – Learning
    & Development job placement should hold a Bachelor’s Degree in human
    resources, Social Work and Social Administration, Social Sciences or
  • Post- Graduate training in Human Resources Management/Development is
  • Three years of experience in HR Management particularly in the
    Learning & Development function
  • Experience in a multi-cultural/multinational company
  • Exposure in a Telecommunications Organization desirable

  • Training of Trainers (TOT)
  • Managing a Training Function basic Programme
  • Good Knowledge on the execution of the Training function
  • Knowledge of Training delivery methodologies
  • Good knowledge of how to create good Learning experiences
  • Fluent in both written and oral communication
  • Excellent Planning, Organizational and Coordination skills
  • Well-developed negotiation skills
  • Good   Training delivery &
    presentation skills
  • Highly  Tech Savvy
  • A   good team player
  • Proactive   with high
    self-drive and motivation
  • Ability to work under minimum supervision
  • Ability to work under pressure and meet stipulated deadlines
  • Have high levels of integrity
  • Ability to pay attention to detail and exercise accuracy
  • Passion for & deep interest in people development at an

  • Very good analytical skills with the ability to make decisions and
