Job Summary:  The Heath Safety & Security Officer should
be a hardworking, committed well focused individual with INGO security
knowledge. Background of having severed in the armed forces especially police
with A CLEAN RECORD is an added advantage.

Key Duties and Responsibilities: 

  • Implement NRC’s Security Risk Management Policy, procedures and
    regulations at field level;
  • Monitor and evaluate field compliance to NRC safety and security
    policies, procedures and regulations;
  • Conduct regular security and risk assessments to identify safety and
    security needs and to asses if all NRC bases in country are compliant with
    NRC Safety and Security Risk Management standards;
  • Train staff in safety and security and provide regular briefings and
    updates;
  • Immediately report; all breaches of safety and security procedures;
    all threats to NRC staff, beneficiaries, activities or assets; all
    incidents including near misses;
  • Facilitate staff evacuation in emergency situations in coordination
    with the management including cross border operations in consultation with
    South Sudan NRC counterparts;
  • Work closely with UN agencies, NGOs and other external actors to
    gain security information;
  • Ensure vehicle and staff movements are monitored according to
    procedures;
  • Ensure drivers and staff are following rules and regulations
    outlined in NRC driver’s Manual and necessary safety and security
    equipment are available in all vehicles and are in good condition;
  • Prepare security updates and reports as required;
  • Update Country Security Management Plan, Evacuation Plan and Medical
    Emergencies Plan on yearly basis;
  • Monitor all movements and maintain records;
  • Report to CO, field office compliance to NRC safety and security
    policies, procedures and regulations on a monthly basis;
  • The Safety and Security Officer will provide safety and security
    updates to AM/ CMG on a daily basis and maintain an incident log for the
    area of operation;
  • Build and maintain stake holders contact list and assist AM in
    access related and other negotiations/discussions with them;
  • Carry out security briefings to new staff, visitors and staff
    returning from leave within 24 hours of arrival;
  • Identify training needs and report to Security Advisor and assist in
    conducting in house trainings;
  • Manage security guard force in the different premises.

Health:

  • Promoting positive health and safety culture in a workplace.
  • Conduct investigations on incidents, complaints, and recurrent
    health cases to identify and provide solutions to workplace situations.
  • Prepare periodic heath statistics and submit to CMT for review.
  • Maintain an up-to-date knowledge of new HSE (Health, Safety and
    Environment) legislation as well as other developments that can impact on
    NRC.
  • Ensure full and accurate health and safety and training records are
    maintained.
  • Ensure that all Health & Safety policies, procedures, rules and
    regulations are adhered to and are regularly reviewed, updated and
    communicated.
  • Ensure the NRC meets its statutory obligations in all areas
    pertaining to health, safety and welfare at work, including statutory
    training and reporting.

Qualifications, Skills and Experience:

  • The applicant for the Norwegian Refugee Council (NRC) Heath Safety
    & Security Officer job placement should hold a University degree from
    a recognized institution;
  • Previous exposure and experience from working as a Security Officer
    in a humanitarian/recovery context;
  • Previous experience from working in complex and volatile contexts;
  • Documented results related to the position’s responsibilities;
  • Knowledge about own skills/profile;
  • Knowledge of security operations and procedures;
  • Good surveillance skills;
  • Safety management skills and proven participation in Safety and
    Security related trainings/workshops;
  • Fluency in English, and Swahili.
  • Good understanding of the security context within NRC operational
    area/s
